SUBJECT:

PROPOSED REVISION 2 TO TASK ACTION PLAN FOR TASK A-17, SYSTEMS INTERACTION IN NUCLEAR POWER PLANTS We have reviewed the subject document and concur in the proposed revision.

Our comments, which are minor and which already have been provided verb-ally to J. Angelo, Task Manager, are as follows:

1. (Task Direction and Control) was deleted in Rev. 2.

Appropriate corrections should be made on pages A-17/4 and A-17/13.

2.

The detailed schedule was deleted in Rev. 2 and is now included in the Generic Technical Activities schedule book. An appropriate reference should be included on page A-17/3.

3.

The funding for the task at ORNL, as described on page A-17/14, appears low.

($50,000 for 15 man months)

In addition, we have a more general comment regarding the assignments, interaction and responsibilities of the three participating groups as discussed on page A-17/5.

It appears that Sandia has been assigned to not only develop the system interaction review process but also "to develop criteria for bounding the extent of system interaction" (page A-17/6), i.e., define the scope and the criteria for the process.

We believe that the staff, and in particular the NRR Systems Interaction Working Group, has this responsibility.

This group should not merely

" review and evaluate the work performed by Sandia..." but most import-antly it should direct the Sandia effort. A large sum of money has been and will be spent on this task, our priorities should be consistent with such expenditures. To meet this responsibility requires a commitment by all individuals assigned and their management to the group.

We recommend that the Task Manager prepare a current status of A-17 (update of schedule in Generic Technical Activities book), including a comparison of manpower allocated (page A-17/12) and expended thus far.

Based on his current commitments, he will be available in accord-ance with the manpower allocations in Section 4 of the Task Action Plan.

The Effluent Treatment Systems Branch has reviewed the document and they have no comments.
