SUBJECT:
STATE OF WASHINGTON - LOW-LEVEL WASTE BURIAL This is in response to your November 8,1979 memorandum to me concerning training funds for the State of Washington to help develop their regulatory program covering the waste burial site. Co.ntractual technical assistance support for Washington was also referred to in your November 7, 1979 letter to Governor Ray.
To carry out these commitments OSP will expand the NRC/ DOT contract with Washington for surveillance of transportation of radioactive materials from
$20,000 support to $50,000. The State is expected to propose an equivalent expansion to maintain a matching support effort. Thus the effect will be to expand the program from a $40,000 effort to one of $100,000.
The Division of Contracts will contact the State with a request for the necessary information to enable us to amend the contract. We expect the monies to fund this will come from DOT.
IE is developing arrangements for training of State personnel in NRC and D0T packaging and transportation requirements and inspection procedures as well as establishing a Federal presence at the burial site. This is being coordinated with OSP, NMSS, and D0T.
We are keeping the State informed of these developments.
