CONTROL OF HEAVY OBJECTS NEAR SPENT FUEL (MEMO KLIN(LER TO EISE?DATT, JANUARY 15,1979) (ATTACHED)
We have reviewed the subject document concemed with the possibility of one or more of the four 10-ton stacked missile shields falling into t.ne open reactor as a result of an earthquake. h suggested by Region IV, the scenerio should certainly be considend '/y the Task A Fuel Hand-ling Accidents Inside Containment as part of their deliberations on the generic issue.
Since this specific case has been pointed out, we believe a brief review to bound the potential problem may be justified to ascertain that the prob-ability of such an accident is sufficiently small that a more detailed re-view can be performed under the more time-constaning generic task action A-36. A quick, brief review by the Engineering Branch (EB) could, more than likely, provide sufficient judgment to detarmine whether case or ge-neric review is appropriate.
This approach has been discussed and generally concurred in by Dr. Liaw, EB, and D. Neighbors A-36 Task Manager. By copy of this letter, the mat-ter is fomarded to Task A-36 for generic consideration and to the EB, DOR, for bounding the potential problem.
