SACRAMENTO MUNICIPAL UTILITY District C 6201 s street. Box 15830, Sacramento, California 95813; (916) 452-3211 December 31, 1979 Director of Nuclear Reactor Regulation Attention: Mr. Robert W. Reid, Chief Operating Reactor, Branch 4 U.S. Nuclear Regulatory Conmission Washington, D.C. 20555 Docket No. 50-312 Rancho Seco Nuclear Generating Station, Unit No.1

Dear Mr. Reid:

Paragraph 3.1.30(2) ana 3.1.31(2) of the Fire Protection Safety Evaluation Report (SER) attached to License Amendment No.19, dated February 28, 1978, describes the following modification for fire area 50, the east contain-ment penetration valve room and fire area 58, the make-up pump room.

" Reroute, install fire barriers, or insulate conduits, etc.

associated with the high pressure injection system."

The District requests that this paragraph be rewritten to state the following:

" Reroute, install fire barriers or insulate conduits to prevent the loss of redundant equipment in the high pressure injection system required for safe shutdown and cooldown."

The District is requesting this change since the existing paragraph requires rerouting of cables or insulating conduits for all circuits associated with the high pressure injection system. The change in wording clarifies that the intent of the modification is to prevent the loss of redundant equipment required for safe shutdown and cooldown.

The design details requested in Paragraph 3.1 of the SER, for the above modifications are listed below. They are based on the District's requested wording for Paragraph 3.1.30(2) and 3.1.31(2).

Design Details for Implementing Paragraph 3.1.30(2) and 3.1.31(2)

The District will reroute Channel B circuits associated with high pressure injection pump and its auxiliaries out of fire area 50 and 58. The circuits will be routed through fire areas where a design basis fire will not make the high pressure injection systwn inoperative. Therefore, this modifi-cation insures that for a design basis fire in fire area 50 or 58, the high pressure injection system will remain operable and safe shutdown and cooldown can be accomplished.

,a Mr. Robert W. Reid December 31, 1979 Table 3.1 of the SER requires the modification described above to be completed by the end of the 1979 - 1980 refueling outage. The completion of the 1979 - 1980 refueling outage is scheduled for the first week of March, 1980. To complete the modification when required, the District is requesting NRC comments and/or approval for the design criteria by February 1, 1980.
