AFFIDAVIT OF ROBERT A. GILBERT I, Robert A. Gilbert, being duly sworn, state as follows:
1.
I am employed by the U.S. Nuclear Regulatory Commission as a Project Manager, in the Division of Site Safety and Environmental Analysis, Office of Nuclear Reactor Regulation.
2.
I am the environmental project manager assigned to the Summer Nuclear Station operating license application.
3.
The NRC Draft Environmental Statement prepared in connection with the Summer application issued in June, 1979. The NRC Staff final er:viron-mental review of the Summer application is being performed under my direction and supervision. The Final Environmental Statement (FES) is estimated to issue on or about May,1980.

The Staff is not in a position to present its direct testimony on the outstanding environmental contention (A10) in issue in this proceeding, or address any related areas of inquiry, on or before January 22, 1980.

PROFESSIONAL QUALIFICATIONS ROBERT A. GILBERT ENVIRONMENTAL PROJECTS BRANCH NO. 2 DIVISION OF SITE SAFETY AND ENVIRONMENTAL ANALYSIS My name is Robert A. Gilbert.
I am employed by the U. S. Nuclear Regulatory Commission, Washington, D. C. 20555.
I am an Environmental Project Manager, and, as such, am responsible for managing and coordinating (1) the review of the Environmental Reports, (2) the evaluation of the environmental impacts of nuclear power plant construction and operation, and (3) the preparation of the Environmental Statements describing those impacts.
I received an AB degree from Wabash College, Crawfordsville, Indiana, with a split mathematics-chemistry major and a Ph.D. in physical-inorganic chemistry from the Ohio State University, Columbus, Ohio.
From 1949 to 1956, I was employed by Battelle Memorial Institute, Columbus, Ohio, as a research engineer.
I carried out high accuracy physical property measurements on inorganic compounds and produced high-purity metals using a modified Van Arkel-de Boer iodide process.
In 1956 I accepted a position as a research chemist at the Oak Ridge National Laboratory (ORNL). My research interests have involved calorimetry, thermochemistry, and the thermodynamics of fused salts, particularly in relation to the Aircraft Nuclear Propulsion Program and the Molten Salt Reactor.
In July,1972, I transferred to the Impact Statement Project at ORNL and wrote sections of the Environmental Statements for Arkansas 1 and 2, Vogtle and Comanche Peak.
I also participated in applicant Environmental Report reviews for Vogtle, Ginna, Douglas Point and Comanche Peak.
I assumed my duties as an Environmental Project Manager in September,1973.
Since that time, I have participated in the construction permit reviews of the following nuclear plants, Catawba, Perry, Perkins, Cherokee, Palo Verde and Jamesport, the operating license reviews of the Shoreham Nuclear Power Station and the Virgil C. Summer Nuclear Station, and the review leading toward the issuance of a full-term license for the Oyster Creek Nuclear Generating Station.
I was also involved in the pretendering activities for nuclear facilities pro-posed by New York State Electric and Gas Corporation.
I have testified in hearings for the Catawba, Perry, Cherokee, Perkins and Palo Verde stations.
I have been responsible for the Perkins and Shoreham reviews from the receipt of the applications to the present and coordinated the issuance of the Draft and Final Environmental Statements.
I also issued the Final Environmental Statements for Catawba and Cherokee and will issue the Final Environmental Statement (0L) for Summer.
For the past several years, I have been engaged in an examination of the current status of solar and other alternate energy technologies. This has included visits to solar demonstration facilities located at the University of Tennessee and at the University of Delaware, and participation in alternate energy seminars.

. 6 My involvement has included consideration of the use of such technologies in reducing the demand for electrical power as an alternative to large base load generating plants, the use of solar energy to provide electrical power and the teaching of a come. unity service course in alternate energy technologies at Montgomery College, Rockville, Maryland.
My honors include Phi Beta Kappa,' Sigma Xi, and Phi Lambda Upsilon.
I am the author or co-author of several papers involving physical measurements, calorimetry and thermodynamics.
I have been an ORNL traveling lecturer and a guest lecturer at Wayne State University in their " Frontiers of Chemistry" series.
