i AFFIDAVIT OF M. C. STREET DIRECTOR OF SECURITY PORTLAND GENERAL ELECTRIC COMPANY 1729 249 8001090077
My name is M. C. Street, and I am employed by Portland General Electric Company as its Director of Security.
Licensee has a contract with the Burns International Services, Inc.
(" Burns"), pursuant to which Burns supplies some of the guards at the Trojan Plant. On March 30, 1979 an employee of Licensee advised the Trojan Security Staff that he suspected some guards employed by Burns were smoking marijuana while on site. An investigation by a Licensee Security investigator was unable to confirm such use.
However, super-visory personnel at the Plant were instructed to be alert for personnel who might be unable to perform their duties properly, and, in addition, Licensee initiated an undercover investigation.
Af ter positive information was developed in June, the matter was discussed with the Columbia County District Attorney, who in turn notified the Oregon State Police. This information and the action proposed to be taken by the Oregon State Police and the District Attorney were then discussed with the NRC Resident Inspector for Trojan, NRC Region V I&E Staff personnel and the Oregon Department of Energy on June 28, 1979. An undercover investigation by the Oregon State Police was initiated and led to the arrests referred to in the Intervenors' motion of December 8,1979.
