Dear Mr. Grier:
Haddam Neck Plant Frozen Lines In IE Bulletin 79-24, Connecticut Yankee Atomic Power Company (CYAPCO) was requested to determine that adequate protective measures have been taken to assure that safety-related process, instrument and sampling lines do not freeze during extremely cold weather.
As noted in the bulletin, Connecticut Yankee has experienced some problems involving frozen safety-related lines in the past.
Following each of these events, corrective action has been taken to prevent reoccurrence.
Modifications have included the addition of space heaters, heat tracing circuits and insulation of piping as necessary.
In order to ensure the operability of these freeze protection measures, ammeters which monitor heat tracing circuitry are routinely checked by plant operators.
In addition, annual preventative maintenance is performed prior to each winter to verify that each circuit fulfills its design function.
