Response to IE Bulletin 79-24; Frozen Lines Reference (2) requested that all licensees review their plants to determine that adequate protective measures have been taken to assure that safety-related process, instrument, and sampling lines do not freeze during extremely cold weather.

We have performed the required review of our facility and conclude that adequate protective measures have previously been taken to assure that safety-related process, instrument and sampling lines do not freeze during extremely cold weather.

Although we found no evidence at all of frozen lines associated with the High Pressure Coolant Injection System (HPCI), we have previously experienced cold weather difficulties at our intake structure, cooling tower deep basin, external fire protection system, exposed Reactor Building ventilation valves, diesel generator rooms, and fuel oil transfer pumps.

Each of these areas has been satisfactorily resolved during the seven years of operation of our facility.

As a result of our protective measures, Vermont Yankee experienced no operational difficulties during a record breaking cold weather period in February 1979 when local temperatures remained below 00F at night and never rose above 15.60F during the daytime for nine consecutive days.
