Dear Mr. Helfrich:

Enclosed please find an application from Metal Bellows Corporation for a license to export components to Spain for use in the ASCO I and II nuclear reactor facilities. The applicant will be shipping approximately 50 percent of the total order in January 1980. The remainder of the equipment can probably be ready for shipment in June 1980, if necessary materials are received. If not, Metal Bellows anticipates final shipment of the order by the end of 1980.

Before taking action on this license application, we would appreciate your views, in accordance with established procedures and from the overall perspec-tive of the Executive Branch, as to whether the issuance of the requested license would be inimical to the interests of the United States, including the common defense and security, and whether the proposed export meets the applic-able criteria in the Atomic Energy Act as amended by the Nuclear Nonprolifera-tion Act of 1978.
