CALIFORNIA ENERGY COMMISSION'S FIRST SET OF INTERROGATORIES TO THE SACRAMENTO MUNICIPAL UTILITY DISTRICT Pursuant to the Nuclear Regulatory Coc=ission's rules of practice, particularly 10 C.F.R. 52.740b, the California Energy Commission hereby pro-pounds the following interrogatories te the Sacramento Municipal Utility District.
Definitions 1.
The term "SMUD" shall mean the Sacramento Municipal Utility District, including all directors,- officers, employees, contractors, agents and other persons or entities acting at the direction of or under the control of SFUD.
2.
The term " facility" shall mean the Rancho Seco Nuclear Generat-ing Station.
3.
The term " document" shall include, by way of illustration only and not by way of limitation, the following, whether printed or reproduced by any process, or written, and/or produced by hand, and whether or not clained to be privileged or otherwise excludable from discovery, namely; studies, analyses, notes, correspondence, co==unications of any nature, telegrams, 1574 273 k-d4 7912140
. memoranda, notebooks of any character, su=maries or records of personal con-versations, checkbooks, checkbook stubs, passbooks. cancelled checks, bills, paid and unpaid, dairies, reports, publications, photographs, minutes or records of meetings, transcripts of oral testimony or statements, reports and/
or summaries of investigations, agreements and contracts, including all modifications and/or revisions thereof, reports and/or sum = aries of negotiations, court papers, brochures, pamphlets, tare recordings, records and dictation belts. Any document bearing on any sheet or side thereof, any marks, including, by way of illustration only and not by way of li=itation, initials, stamped indicia, any comment or any notation of any character and not a part of'the original text, or any reproduction thereof, is to be considered a separate document for purposes of these interrogatories.

As used herein, the terms " identify" or " describe" shall mean the following, as the context shall make appropriate:
When used with respect to a document, that SMUD shall set a.
forth the general nature of the document, the author or originator, the date, each addressee, all individuals designated to receive a copy or otherwise known to have received a copy, the location and custody of such document as of the date of SMUD's answer to these interrogatories, the use(s), if any, made of the document by SMUD, and the purpose (s) for which the document was prepared.
Where a document is in the custody of SMUD, SMUD shall state the means whereby SMUD obtained custody of the document.
b.
When used with respect to any person, that SMUD shall set forth the last known address, and office or position held by such person (1) as of the date of the events and transactions as to which such identifi-cation is requested, and (2) as of the date of SMUD's answers to these 1574 274

interrogatories.
If the person to be identified is a corporation or other entity, SMUD is also requested to set forth its principal place of business. Once a person has been thus identified in an answer to an interrogatory, it shall be suf ficient thereaf ter, wnen identifying that person, merely to state his, her, or its name.
- c. With respect to any statement, act, practice, occurrence, event, device, scheme, meeting, conference, communication or other utterance, the date thereof, the party or parties causing, issuing or communicating said statement, communication or utterance, the parties to whom and in whose presence the statement, communication, or utterance was given or transmitted, the parties who participated in, caused or had knowledge of any act, practice, occurrence, event, device, scheme, meeting or conference, and whether any of the foregoing was in writing (in which event SMUD is requested to describe the terms thereof, or annex a copy to the answers to these interrogatories), or in oral form (in which event SMUD is requested to state the substance thereof).
Interrogatory 1.
Identify and provide summaries and conclusions of any documents prepared since March 28, 1979, with respect to the f acility or with respect to Babcock and Wilcox ("B&W") reactory systems which relate, in whole or in part, to any of the following:
a.
Small break loss-of coolant accidents; b.
Conditions of inadequate core cooling; be'sitivity evaluations of delays in start up of the auxiliary c.
feedwater system; d.
Senstivity evaluations of steam generator design parameters such as volume and hydraulic characteristics; e

Sensitivity evaluations of reactor trip setpoints, relief and e.
safety valve setpoints, and ECCS setpoints; f.
Sensitivity evaluations of operating reactor power level; g.
Sensitivity evaluations of pressurizer size and hydraulic characteristics; and h.
Sensitivity evaluations of reactor drain tank size and design pressure.
Interrogatorv 2.
Describe the changes, if any, in facility design, equipment and/or operating procedures that have been proposed and/or instituted or are being studied or contemplated for the facility as a result of the Three Mile Island ("TMI") incident.
Identify all documents related to any such changes.
Interrocatory 3.
For each change described in response to Interrogatory 2, provide the following additional data:
A description of the purpose of the change; a.
b.
A schedule detailing when the change was, shall or may be instituted; A description of any constraints, including legal, regulatory, c.
technological, or economic, which af fect incorporation of the change; and d.
An estimate of the cost of the change.
Interrogatory 4 With respect to the potential small break analyses performed by SMUD in response to the NRC's Order of May 7, 1979, what operating instructions have been implemented by SMUD to define proper operator actions? Describe any additional changes in operating instructions which have been implemented since March 28, 1979, together with their rationale and dates of implementation.
Identify all documents relating to the small break anal'yses and/or operating instruction changes.

5 Interrogatory 5.
What plant transient conditions require or may require use of the high pressure injection system?
Interronatory 6.
What plant transient conditions require or may require use of natural circulation for core cooling?
Interrogatorv 7.
Describe all documents or safety analyses prepared by SMUD for combinations of failures in the safety and relief valves of the primary system.
Interrogatorv 8.
Describe the design bases of each component, including the integrated control system, which af fects the reliability of the auxiliary feedwater system. Describe the degree of seismic design and protection from other potential hazards such as on-site explosions, fires, or seismic failures of nearby non-safety related equipment and structures (including the natural draf t cooling towers).
The availability of backup water supplies for the auxiliary feedwater system should be included in response to this interrogatory.
Interrogatory 9.
Describe the design and/or safety analyses for containment building hydrogen control, if any, which have been prepared by SMUD or which SMUD has obtained from other sources.
Describe the containment building instrumentation and any anticipated changes.
Interrogatory 10 Describe each evaluation or study, if any, of controlled filtered venting which has been performed by SMUD or which SMUD has obtained from other sources.
Interrogatory 11.
Describe SMUD's on-site procedures which are to be followed in the event of a plant emergency related to feedwater transients.
SMUD's response should include a discussion of the personnel who are available to be called to the-facility to provide advisory technical assistance and those persons' qualifications and an identification of all documencs related to these procedures.

Describe the facility's control room instrumen-tations which are followed by operators to diagnose of f-normal conditions during a feedwater transient.
If these instrumentations can be disabled by the f ailure of a non-safety related facility design feature, they should be identified and those failures indicated.
Interrogatory 13.
Describe any studies or evaluations in SMUD's possession which concern Class-9 accidents.
Interrogatory 14 Describe each document, if any, which has been prepared by SMUD or is in SMUD's possession relating to the facility or to B&W reactor systems concerning control room design, husan engineering factors, or improved operator training methods.
Interrogatory 15.
Identify all individuals who has been employed by SMUD during the last three years as reactor operators, as supervisors of reactor operators, or as instructors of operators.
In addition to other information provided in response to this interrogatory, provide the following data:
describe the individual's experience with nuclear systems, each training course the individual has taken, and all tests taken by the individual, including the test results.
Interrogatorv 16.
Identify all written operator instructions, directions, or procedures which are available to current operators at the facility.
Interrogatory 17.
Identify any oral instructions, directions, or procedures which have been given to operators at the facility since March 28, 1979, and which relate to increased safety precautions in light of the TMI incident.
. Interrogatorv 18.
Describe the qualifications that SMUD applies in recruiting and/or selecting operators for the facility.
In particular, describe the mini =u=
educational background, work experience, physical health, physical attributes, = ental health, emotional stability, age, sex, special skills, and any other criteria which prospective operators must have in order to be employed at the facility.
Identify any docu=ents relating to the fore-going qualifications' requirements.
Interrogatorv 19.
How are each of the criteria,. described in response to Interrogatory 18, measured and considered in deter =ining the acceptability of prospective operators?
Interrocatory 20.
Describe the training whien is given to prospective operators before they are allowed to participate in the operation of the f acility.
In responding to this question, a.
Identify all documents provided to trainees or used by training personnel; b.
Describe any classes trainees are required to attend, including nu=ber of hours, subjects taught, location of the classes, and qualifications of the instructors; c.
Describe any written, oral, physical or other tests which operator trainees must pass, including the c'.11=um passing grade, a sucmary of all test scores for all operators taking the test within the last three years, any opportunities to retake the sa=e or similar tests, and discussion of grading procedures; d.
Describe any reactor si=ulator training, including location of a simulator, a comparison of the simulator to Rancho Seco, number of hours required, and types of events s1=ulated; and i574 279

Identify any other instruction or practice provided to trainees before they participate in operation of the facility.
Interrogatory 21.
Describe the training and instruction of operators which SMUD requires af ter operators begin particpating in the operation of the facility.
In responding to this question, provide the same degree of detail as is requested in Interrogatory 20.
Interrogatory 22.
Describe how facility operators are made aware of significant developments or events (relating to safety) at the facility or other reactors.
Interrogatory 23.
Describe SMUD's procedures for evaluating operator perf o rmances.
Identify all documents relating to these procedures.
Describe any prescribed standards of performance and how they are inplemented.
Interrogatory 24 Identify all documents in SMUD possession evaluating operator performance during feedwater transients and related unusual events occurring at the facility during the past three years.
Identify any such events not reported to the NRC and the reason the event was not reported.
Interrogatory 25.
Describe the working hours of operators at the f acility, including typical and maximum amount of hours worked per day, per week, and per month. Describe the working hour patterns (i.e.,
shif ts and days worked) currently in effect at the facility.
Interrogatory 26.
For every operator who has lef t employment or has been placed on probation at the facility in the last thre.e years, provide the following data:
a.
The individual's name; b.
That individual's reason for leaving or the reason the individual was placed on probation; i574 280 c.
The subsequent employment of that individual at the facility or with SMUD, if any; d.
That individual's subsequent employment with any organization whose activities are related to nuclear power, if applicable; and e.
Identify any documents pertaining to the departure of this individual or of operators generally.
Interrogatory 27.
Describe all additional instruction, training, or testing which has been or is being provided to operators at the facility to acquaint them with the accident at TMI or with subsequent related procedur.es. Identify the dates of such instruction, training, or testing and any documents which were distributed to operators to acquaint them with that accident or such procedures.
Interrogatory 28.
Describe the performance of facility operators on tests given by SMUD, NRC, and/or any other organization regarding the accident at TMI, including the following:
a.
Identify the tests which were given, or in the case of oral tests, describe the questions asked; b.
The number of operators taking each test; c.
The minimum passing score; d.
The number of operators euccessfully passing the test on their first attempt; Whether those failing this test on their first attempt were e.
permitted to retake the same or substantially the same test on subsequent occasions; f.
The date of the original tests and the date of any subsequent administration of the same or substantially similar tests; 1574 20
g.
The number of operators failing the first test who passed on subsequent occasions and the number of attempts which were necessary f or successful passage for each such operator; and h.
The nunber of operators, if any, that never passed the test.
Interrogatory 29.
Identify any operators et the facility (past or present) that SMUD considers incapable, for any reason, to safely operate the facility or to assess its safety.
Interrogatory 30.
Identify each person who SMUD expects to call to testify at the hearing in this proceeding.
For each person identified, provide :
the subject (s) upon which the person may testify; a description of the substance of the testimony; and a description of the person's educational background and professional qualifications.
