s 7590-01 UNITED STATES NUCLEAR REGULATORY COMMISSION DOCKET NO. 50-296 TENNESSEE VALLEY AUTHORITY NOTICE OF ISSUANCE OF AMENDMENT TO FACILITY OPERATING LICENSE The U. S. Nuclear Regulatory Conmission (the Commission) has issued Amendment No. 28 to Facility Operating License No. DPR-68 issued to the Tennessee Valley Authority (the licensee), which revised Technical Specifications for operation of the Browns Ferry Nuclear Plant, Unit No. 3, located in Limestone County, Alabama. The amendment is effective as of the date of issuance.
This amendment changes the Technical Specifications to:
(1) incorporate the limiting conditions for operation during the third fuel cycle, (2) reflect facility modifications made during the current refueling outage to eliminate the low pressure coolant injection loop selection logic (an action which the Commission required to be accomplished and the design for which the Commission approved in Amendment No. 23 to Operating License No. DPR-68 dated May 11,1979),
(3) reflect rerouting of the reactor water cleanup system piping to reduce thermal cyclinq on the feedwater nozzles (and thus provide increased margin against the initiation and p opagation of cracks in these nozzles), and (4) reflect replacement of two of the 11 safety-relief valves with valves of an improved design that will provide a slightly increased simmer margin (i.e., the two replacement valves will be set to relieve at 1150 psig rather than 1125 psig).
The application for the amendment complies with the standards and requirements of the Atomic Energy Act of 1954, as amended (the Act), and 1553 134 791213072 6

7590-01 the Comission's rules and regulations. The Commission has made appropriate findings as required by the Act and the Commission's rules and regulations in 10 CFR Chapter I, which are set forth in the license amendment.
Prior public notice of this amendment was not required since the amendment does not involve a significant hazards consideration.
The Commission has determined that the issuance of this amendment will not result in any significant environmental impact and that pursuant to 10 CFR Section 51.5(d)(4) an environmental impact statement or negative declaration and environmental impact appraisal need not be prepared in connection with the issuance of this amendment.
