hree Mile Island Nuclear Station Unit 1 Docket No. 50-239 Ycur letter of Oecember 3,1973, advised of pro'clems associated with Bergen-Patterson snubbers and requested we undertake a seal codificatica program en any 3ergen-Patterson snubbers installed on Three Mile Island Unit 1.
Your letter further required that in the event 3-? snubbers were found to exist en 3ree Mile Island Unit 1, a surveillance prcgram be established to guard against incervice failure of seal raterial.
In respcnse to the abcVe we have undertaken a review of the snubber installa-tion at Three Mile Island Unit 1 and can advise as follows.
~'here is a total of two hunied sixty-nine (269) snutters located on safety related systens at Three Mile Island Unit 1 (TMI-1).
?ao hundred nine (209) of these were manufactured by Grinnell, and the remaining sixt'/ (60) were manufactured by Basic Engineers.
Here are no Eergen-Fattersen snubbers installed on Sree Mile Island Unit 1.
We have been in contact with bcth Jrinnell and Basic Engineers since Cetober 1973 in efforts tc establish (1) the seal material used in the TMI-l snubbers, (2) the Operating experi-ence they have had in other nuclear pcVer plants with the installed material, and ( 3) whether the-/ felt replacement of the seal material was necessary.

A. Giambusso February lb, 197h Both Grinnell and Basic Engineers have assured us that all seals used in the TMI-l snubbers are made of inj ection molded polyurethane er ethylene propylene, and that they know of no seal failure with this type of material.
They have concluded, therefore, that replacement of the I.M.P.
seals is unnecessary for Grinnell and Basic Engiraers snubbers.
Met-Ed/GPUSC has rioted, however, that recent test data released in !!cvember 1973 from the P1rker Seal Co. indicates that the properties of ethylene propylene are superior to those of molded polyurethane at elevated temperatures (above approximately 20C0 F.).
It is not expected that TMI-l snubbers will ever be exposed to such temperatures.
Ecwever, in the interest of improving the sell material in TMI-1 snubbers to the best possible material consistent with the state-of-the-art, we have decided to undertake a program designed to change over all TMI-l seals to ethylene propylene. We are presently waiting for delivery of a complete set of ethylene propylene seals for all TMI-l snubbers, however, delivery is not expected before several months.
Since there are no Bergen-Pattersen snubbers installed at TMI-l and since the snubbers of the type installed at TMI-l have not experienced seal failures in operating plants, we will inspect the snubbers during each scheduled refueling outage until a complete changeover to ethylene propylene seals has been accceplished.
The TMI-l Technical Specifications (Spec. h.1 Cperational Safety Eeview Table k.1-2) will be revised to include the requirement for snubber surveillance.
