Dear Mr. O'Reilly:
Your letter of Cetober 31, 1972 stated that during an inspection conducted by members of your staff en October 18, 19, 26 and 27, 1972, it was found that certain activities appeared to be in violation of Part 50 of the Cc =ission's Regulations.
The violation cnd cur response are as stated belev:
VIOLATICII: Preoperaticnal Tests are being written, reviewed, approved and conducted withcut benefit of an approved Quality Assurance Program.
REPLY:
The Three Mile Island Precperational and Initial Startup Tect Manual provides the requirements of the technical and administrative control of testing to assure that all testing is perfor=ed in a safe and proper fashicn and that all test requirements are satisfactorily dencnctrated.
The manual also delineates the requirements for Test Instructions which are used to centrol the varicus activities of the Test. Program.
As discussed with Mr. 3. '!cLecd during his site visit en October 26, 1972, the Test '!anual vill be approved by the Test Working Grcup and issued by :icvember 30, 1972.
Test Instruction :1o. IS, " Test Procedu-e Occu=ents", which has been previously reviewed by the Test Wcr%ing Creup vill also be approved and issued by ::cvenber 20, l?72.
