Dear Dr. Gilbert:
This letter will serve to re-ctate our telephouc conversation of tiovember 19, 1975, at which tiac I informed you of a possible conflict in the temperature 11: 1-tations impoacd by our respective agencies for the Three !!ile Island Nuclear r*,g Generating Station, Unit 1.

Thrce Mile Island Unit i exceeded the temperatura limitations imposed by
,psumm.,
the Environmental Protection Agency's NPDCS permit on oeveral occasions this sus-mer.
Since the C.P.A. temperature limitations are more stringent than those im-posed by the NRC technical specifications, the company 10 requesting a modifi-cation of the NPDES permit.
In order to consider the trodification request however, we need information on the rational that was used by the HRC in formulating the r '.s temperature requirements coatained in the technical specifications.
