.s IhTRODUCTION By letter dated December 29, 1975, the Metropolitan Edison Ccepany (Meted) requested that the Technical Specifications appended to Facility Operating License No. DPR-50 for Three Mile Islcnd Nuclear Station, Unit 1 (T'II-1) be amended. The proposed scendment would ecdify the tendons selected for inspection in the DtI-1 Tendon Surveillance Program.
DISCUSSION Meted completed the first tendon inspection of the TMI-1 Tenden Surveillance Program in June, 1975.
In conducting this inspection Meted noted that.any of the tendens selected for inspection in ensuing inspection periods are impractical for the necessary testing associated with the inspection program.
These tendens are either physically inaccessible to the necessary testing equipment or impractical for persennel to work near since the tenden anchors are located in the discharge path of steam vent lines.
In order that tendon surveillance be carried out and further 'ce conducted while the eactor is operating (not necessitating a special shutdown) "e:Ed har. r c.asted that other representative tendons be selected and scheduled in the inspection program.
Meted has proposed specific tendons for the inspection program that were selected on a randen. but representative basis so that the substitute tendens would have the same probability of corrosien and have similar structural functions. We have reviewed the proposed substitute tendons and concur that these selections meet the criteria stated above and are in accordance with Regulatory C ide 1.35, Revision 1.

We have determined that the amendment does not authori:e a change in effluent types or total amounts nor an increase in power level and will not result in any significant environmental inpact.
Having made this determination, we have further concluded that the amendment involves an action which is insignificant from the standpoint of environmental irpact and, pursuant to 10 CFR 3 51.5(d)(4), that an environmental statetent, negative declaration, or environmental inpact appraisal need not be prepared in connection with the issuance of this amendment.

8 UUIl UFn, U diflL CONCLUSION We have concluded, based on the considerations discussed abovg that:
(1) because the change does not involve a significant increase in the probability or consecuences of accidents prcviously considered and does not involve a significant decrease in a safety =argin, the change does not involve a significant hazards consideration, (2) there is reasonable assurance that the health and safety of the public will not be endcngered by operation in the proposed canner, and (3) such activitics will be con-ducted in ccepliance with the Cct:ission's regulations and the issuance of this amend =cnt will not be ininical to the cct=on defense and security or to the health and safety of the public, s

Power and Light Company, and Pennsylvania Electric Company which revised Technical Specifications for operation of the Three Mile Island Nuclear Station, Unit 1 (TMI-1) located in Dauphin County, Pennsylvania. The amendment is effective as of its date of issuance.
The amendment revises the Technical Specifications to modify the tendons selected for inspection in TMI-1 Tendon Surveillance Program.
The application for the amendment complies with the standards and requirements of the Atomic Energy Act of 1954, as amended (the A t), and the Commission's rules and regulations.
The Commission has made appropriate findings as required by the Act and the Commission's rules and regulations in 10 CFR Chapter I, which are set forth in the license amendment.
