Item 1.
Maintain a current set of DCTf and NPC regulations cencerning the transfer, packaging and tw.rt of lcw-level radioactive waste material.

A current set of D0r and NIC regulaticns concerning t'a transfer packaging and transport of low level radioactim wa'ce material is maintained on site.
Item 2.
Maintain a current set of re@ements (li nse) placed on the waste burial firm by the Agrement State of Nevada, South Carolina, or
!!ashington 14 fore packaging low-level radioactive waste material for transfer and shiptent to the Agrement State licensee.
If a waste collection contractor is used, cbtain the aprepriate requirments frcm the centractor.
Resconse 2.
The site maintains a current set of requirments placed on the packaging of lcw-level radioactive waste material for transfer and shiprent to the agrement state licensees. Chan-Nuclear Systers, Inc.
has sent the require::ents for South Caiolina and Washington. Nuclear Engineering Ccmpany, Inc. has sent the requirments for Nevada and Washington.
Item 3.
Deskjnate, in writing people in your organization who are responsible for the safe transfer, packaging and transport of Icw le/el radicactive material.

Perscnnel have been designated in writing for carrying out the transfer packaging and transport of Icw level radioactive waste material in the organizaticnal cFart.
Item 4.
Provide management-appromd, detailed instru?J.cns and operating procedures to all personnel involved in the transfer, packaging and transpart of low level radioactive material. Special attention should be given to centrols en the cranical and physical form of the icw leiel radioactive material and en the centainment integrity of the packaging.

Management approved detailed instructions and operating procedures are provided to perscnnel involved in the transfer packaging and transprt of low level radioactive material per AP 1001.
Procedure 1618A provides the instructicns and procedures required to conform to DOT and NFC regulaticns for ship ent of low level radioacti w material off-site. It will include instructicns and procedures with regard to radiological surveys, labeling, placarding, vehicle safety inspections, completien of shipping papem. and'. notificatien of intent to ship to various organizaticns. It will also specify organizational authority for release of shipent fmn the site.
Procedure 1638B will provide instructions and procedures for receipt of raMme_ive caterial on site.
It will include instructions and procedure with regard to radiological survey, accountability for the material and co.e.ess of docu:mntation.
Procedure 1618C will provide instructions and orocedures for handling radioactive material cutside the controlled ana en site. It will include instrxtiens and procedures with regard to radiological surveys, transport en iste and raterial accountability. In additicn, it will designate organizational responsibility for authorizing movenent of radicactive raterial.
Procedure 1618D will provide instructions and procedures for packaging of lcw level radioactive material for shipment.
It will include instructions and procedures with regard to chemical and physical form of the material package integrity and radiological surveys.
Item 5.
Provide training and periodic retraining in the DOT and NFC regulatory requiremnts, the waste burial license requirments, and in ycur instructicns and cperating procedures for all perscnnel inmlved in the transfer, packaging and transprt of radioactive material. Maintain a record of t_hg dates, attendees, and subject raterial for future inspecticns by NPC personnel.

A t 6.g/retmining program in the DDT and NPC regulatory requirenents, the waste burial license requiremnts and cperating procedures for supervisory persennel involved in the transfer packaging and transport of radioactive raterial is expected to begin classes en Noverber 19, 1979.
Previous training was a conducted en DC7r regulatien cn June 12, 1979.
Similarly a training / retraining program in the DCTf and NPC regula*wrf requirenents and operating procedures for Health Physics Technicians involved in the surveys of radioactive caterial is expected to begin en Decerber 15, 1979.
Pecords of t-M.g dates, attendees, and subject material will be maintained cn file.

A training / retraining swicau for cperators and Health Physics personnel who supervise the processes which generate waste to assure that the volum of low level radioactive waste is minimized and that such waste is processed into acceptable cbmim1 and physical form for transfer and shipment to a lcw lew1 radioactive waste burial facility, has been established through the retraining program.
Records of training dates, atterh, and subject material will be maintained cn file.
Item 7.
Establish and implerent a management-centro 11ed audit function of at) transfer, packaging and t.wrt ac'ivities to provide assurance tMt personnel, instructions and procedures, and process and transport equipt are functicning to ensure safety and crzrpliance with regulatory. @ ecents.

A ccmprehensive quality assurance audit program has been started for transfer, packaging, and transport of low level radioactive waste.
An audit plan will be prepared prior to Octcber 15,1979, for tM cadioactim waste area showing a planned and systematic audit program en an annual basis.
Item 8.
Perform, within 60 days of the date of this bulletin, a manage"ent-controlled audit of your activities associated with the transfer, packaging and transport of 1cw level radioactive waste. Maintain a record of all audits for future ins p dens by NRC and DCT insp e rs.
(Note: if you have an established audit function and have performed such an audit of all activities in Iters 1-6 within th2 past six months, this audit require,ent is satisfied.)

'Ihe initial audit covering shipt of radioactive material was ccmpleted August 30, 1979. Radioactive waste packaging ard transfer was covered in an audit which was ccx pleted on Septe ber 30, 1979. All audit records will be maintained in acccrdance with approved site procedures and will be availab]e for NPC revies.
