MEMORANDUM October 18, 1979 We request the NRC staff to provide us, on or before October 24, 1979, with a supplemental memorandum in elabora-tion of the reasons underlying the recommen_ation in its October ~17 memorandum that we " defer consideration of re-scheduling the hearing on the aircra.t (crash] probability for a period of thirty days".
We are particularly issue * *
- interested in a further elucidation respecting (1) which of the fa.: tors identified in Potomac Electric Power Co. (Douglas Point Nuclear Generating Station, Units 1 & 2), ALAB-277, 1 NRC 5 39, 547 (1975), the staff believes "have a bearing on whether going forward at this time is warranted"; and (2) why the staff considers that it will be better able to 2224 234 Ofs3 7911060

. evaluate those f actors in 30 days than it is now.
In that connection, ws are, of course, fully aware of the fact (stressed by the staff) that, by reason of the Com-mission's October 16, 1979 memorandum and order, there may be a hearing in the near future on the question of the use of the EPICOR-II system to decontaminate intermediate-level waste water currently in the auxiliary and fuel handling

buildings.
Manifestly, any hearing we might direct on the aircraft crash probability issue would have to be timed to avoid a conflict with any scheduled EPICOR-II hearing.
What is not immediately obvious to us, however, is the possible relationship between one or more of the Douglas Point factors (at applied to the aircraft crash probability issue) and either (1) whether a hearing is or is not to be held on the EPICOR-II issue or (2) the outcome of such a hearing if held.
It is this consideration which has prompted us to turn to the staff for additional enlightenment.
