EMERGENCY' PROCEDURES FOR MISHAPS INVOLVING RADI0 ACTIVE WASTE SHIPMENTS EN ROUTE TO HANFORD RESERVATION, WASHINGTON STATE WHAT TO 00 IF DRIVER IS DEAD OR SERIOUSLY INJURED 1.

Keep all persons as far from the vehicle as practicable.

2.

Notify state or local police that an accident involving radioactive material has occurred.

3.

Notify Metropolitan Edison Company, Middletown, Pennsylvania; place collect telephone casl any hour of day or night to Area Code 717, No. 944-2500, stating that you wish to report an accident.

Give following information, as best you know it, to person answering telephone:

a. Your name 'not absolutely necessary, but it is requested) b.

You identify in relation to accident:

Passerby, police officer, etc.

c.

Location of accident -- as specifically as possible.

d.

What authorities such as state or local police have been notified.

e.

Whether there has been a fire.

f.

The extent of damage to the shipping containers and vehicle.

(Is a container obviously damaged or broken open?)

g.

Number of people injured and extent of injuries.

h.

Location and number from which you are calling.

i. How you or police can be reached -- give telephone number.

4.

If there is a fire, keep everyone upwind; avoid any smoke or fumes coming from fire.

Notify fire department of the blaze, and report that truck is carrying radioactive materials.

EMERGENCY PROCEDURES 4c

FOR RADIOACTIVE WASTE SHIPMENTS FROM THREE MILE ISLAND TO HANFORD, WASHINGTON Instructions for Driver in Evect of Ar:4 dent En Route 1.

Remove injured persons from possibly contaminated areas and provide first aid.

2.

Establish a restricted area and obtain police help in keeping people out of the restricted area and upwind if possible.

Use yellow rope and caution signs provided in your emergency kit.

Do not permit taking of any souvenirs.

3.

If there is a fire, keep everyone upwind; a"oid smoke or fumes from the fire.

Notify fire department of the fire, and report that the truck is carrying radioactive materials.

4.

Telephone state or local police as appropriate.

5.

Using radiation survey instrument, survey the container or containers of radioactive material to determine if any radiation is leaking.

6.

Telephone collect to Metropolitan Edison Company, Middletown, Pennsylvania

-- 24-haur telephone number (717) 944-2500.

Report the following:

a.

Your name b.

Your employer c.

Location and time of accident d.

What authorities -- such as state and local police - have been notified.

e.

Whether a fire is involved.

f.

Extent of damage to shipping containers and vehicle.

g.

Number of poeple injured and extent of injuries.

h.

Location and number from which you are calling.

j. Whether or not a radiation hazard exits.

7.

Using attached list,. call the officia" listed for the state in which you are located.

8.

Cooperate fully with law enforcement personnel and government officials.

If,

asked for information by public or news media, explain that the shipment consists of radioactive material as described in your shipping papers; the material is in a container or containers built to Federal specifi'catibns.

Additional information will be given to the public and press by a Metropolitan Edison spokesman (either at Middletown or on the accident site, if you are accompanied by a company representative.) Refer questioners to (717) 944-0303.

9.

Write down the names, addresses, and telephone numbers of injured and of any witnesses, and turn them over to a Metropolitan Edison Company representative,

or to your employer for forwarding to Metropolitan Edison.
