Dear Ms. Heicker:
This responds to your letter of August 7,1979, addressed to Chairman Hendrie regarding your desire for permanent shutdown of TMI-l and 2.
Chairman Hendrie asked me to respond to your letter in view of the fact that restart of Unit No.1 is now pending before an Atomic Safety and Licensing Board. Under tne NRC rules of practice, Chairman Hendrie and the members of the Comission may
' be called upon to review the orders and decision of the Licensing Board, and hence it would be inappropriate for him or other members of the Comission to coment on the matters raised in your letter.
With regard to your coments concerning the possible future operation of TMI-1, the Comission has ordered that a public hearing be conducted to cetermine whether the facility should be operated and, if so, under what conditions restart of TMI Unit 1 would take place. Prior to start of she hearings, the NRC staff will conduct a review of technical information concerning the restart of Unit 1.
As part of this review, the NRC staff will conduct meetings with the licensee in the presence of the public and the public will be given the opportunity to raise questions and to make statements. During the hearing the technical issues which are appropriate to assure the public health and safety will also be addressed.
In addition, the Hearing Board may consider the psychological impact of future operation on the nearby comunities. You are invited to participate or attend both the staff's meeting and the public hearings to make your concerns known. A copy of the Comission Order which outlines the issues to be considered is enclosed for your information.
You stated a concern on the amount of radiation that the public received as a result of the TMI accident. The doses received by the population have been extensively investigated by f.ederal and state agencies. A report on the results of the dose investigation by the federal agency task force is enclosed for your use. You will note that the radiation dose received by the general public should not be cause for health concerns.
Since the TMI Unit 2 accident, all discharges of water into the Susquehanna River have been closely monitored.
You make apparent reference to the 4,000 gallons of water that had been released to the river without prior monitor for beta activity. This was not prohibited by the f acility license nor was it against NRC standards. A measurement taken following the cessation of the discharge showed that the water was indeed within all federal and state standards.
In the future, Metropolitan Edison will monitor water discharges for Deta radiation.

Before such releases do take place, the impact will be evaluated by the
- NRC and such evaluations will be made public. By this course of action, we will assure that a thorough assessment is completed and that the health and safety of all the off-site populati groups will protected.
