Enclosed please find the renewal application for the following Uni t II person:

Frederick - Operator - Unit II Edward R.

Frederick has met the requi rements of the TMI Re-quali fication Program.

We have provided him with certification that the Company's judgment is that he "has discharged his license responsibilities in a competent and safe manner during his current license period".

The Company recognizes that for the renewal of Mr. F re de ri c k 's license, the NRC must consider his role in the recetit accident at Three Mile Island, Unit II.

This issue has also been the subject of discussion within the management of General Public Utili ti es.

Based upon our investigation to date, we do not have cause to alter the Company's judgment that Mr. Frederick has:

1.

a thorough knowledge of the plant systems and procedures; 2.

a high degree of concern about nuclear and public safety, and; 3.

the mental attitude and personal characteristics to per-mit him to utilize his knowledge to operate safely and compettntly.

While the Company clearly. recognizes the threat to public health and safety posed by the accident, we have concluded that the failure of the operating personnel to fully understand the plant conditions during the accident was caused principally by training program and plant design features, which were consistent with industry practice and in conformance with NRC requirements but, when evaluated with the insight provided by the accident, must be improved to provide assurance such an event will not occur again.
