Dear Harold,
In your investigation of the Three Mile Island accident, I urge you to record for later analysis the following information:
1.
The spatial distribution of ground dose with time in the affected region. Measurements should be sufficiently numerous to prepare iso-dose contour maps.
2.
The isotopic composition and time pattern of activity released from the plant.
3.
The number of plant workers exposed, and the estimcted or measured doses.
4.
The estimated number of persons exposed in the general popuist'on and the associated dose distribution.
I know that you will prepare a detailed chronology of events in and dround the reactor, as part of the regulatory investigation, but I would like also to be sure that the information above, which bears on siting policy and generally on long-range policy choices, is also collected carefully.
S ncerely yours, J
