Dear Mr. Gorinson:
In the course of my testimony before the President's Comission on August 22, 1979, Comissioner Pigford asked a question about the TMI-2 containment pressure response (see page 289). The question c C arned why the pressure response at TMI-2 was much different than that calculated by the applicant for a conr+ruction permit for the Pebble Springs reactor in response to the ACh5 question number 26.
I asked my staff to prepare the enclosed memorandum which responds to Professor Pigford's question more fully than I was able at that time.
