, C%. vn U n%sv Ese EXTRA PRECAUTIONARY MEASURES FOR AR"A TRANSMISSION SYSTEMS FOR TMI To Locacn Thtee Mile Island RICHARD VOLildER, NRC Met-Ed company has had in place, since shortly after the accident at Three Mile Island Unit-2, around-the-clock manning at trans-mission substations servicing Three Mile Island.

With the completion today of the two emergency diesel generators as backup power supplies for various steam plant equipment and the completion of an additional 13.8 KV feed to the circulating water pump house, these precautionary measures are no longer neces-sary.

We believe it is also appropriate to return our combustion turbine generators to nor=al economic dispatch.

I request your concurrence with proceeding with the relaxation (as described in the attached memorandum) of the extra precautionary measures pre-viously taken to assure reliable supply of power to the Three Mile Island stations.

RELA.XATION OF EXTRA-PRECAUTIONARY MEASURES TO POWER SUPPLY AT TMI TO MR. R. C. ARNOLD Locoon READING Our memo of April 12, 1979 outlined the precautionary and safety measures taken to establish and maintain the security of the power supply to the Island.

Subsequent to that wemo, an additional meeting was held on April 17, 1979 with the NRC/GPU/ Met-Ed staff to develop an additional of f-site source to the 4.16 kV bus to backup the circulating pu=ps.

The plan was approved by the NRC and the 13.8 kV f acilities were installed and ready for service by April 25,1979 Now that the unit is approaching cold shutdown, the 6.9 kV pumps are not required, and the off-site direct feed to the 4.16 kV bus is available, we request permission to remove the personnel on standby at the TMI 230 kV sui tc'.ing station and at the Middletown Junction substation. These men are requi ed for duty elsewhere and were originally deployed to provide emergency operations during the critical time im=ediately following the accident.

Both stations are remotely controlled and supervised from the Lebanon Dispatch Office. Telephone and radio communications are available between the dispatcher and the TML Control Room.

We will continue to have supervisory personnel on call during any extreme weather conditions. Hence, it is proposed to return the combustion turbines in Met-Ed's Western Division to normal econo. Le dispatch, discontinue roving line patrols, and return to normal maintenance practices on the bulk power system.

The reliability of the electric supply to the Island will not be j eopardized by the discontinuance of these extra-precautionary measures implemented for the original emergency.
