Dear Ms. Halstrum:

'Y Thank you for your recent letter concerning the accident at Three Mile Island Nuclear Station Unit 2 expressing your views on nuclear power. We appreciate your concerns and assure you that every effort is being made to ensure the continued protection of the health and safety of the public not only at the Three Mile Island Nuclear Station, but also at all nuclear power plants. We have taken or are taking a number of actions with respect to all nuclear power plants as a result of the Thr te Mile Island accident. Specifically, full-time inspectors have bee 1 assigned to each cperating plant utilizing Babcock & Wilcox pressurizr:d water reactors like those at Three Mile Island. In addition, the licer. sees of all these plants which were not already shut down have voluntarily shut down their plants. We are issuing confirmatory orders to the licensees of all Babcock & Wilcox reactors like those at Three Mile Island to assure that necessary plant modifications, additional training and revised operating procedures will be ef fected prior to resuming operation. Licensees of all operating plants utilizing pressurized water reactors have been instructed to take specific actions with regard to the status of certain equipment, plant procedures, operator actions and facility designs. Licensees of all operating plants, including those utilizing boiling water reactors, have been instructed to provide us with additional information with regard to their facilities in light of the Three Mile Island accident. In addition, substantial effort is being expended within this agency to evaluate the factors which contributed to the Three Mile Island accident and to prevent a similar occurrence in the future. We will carefully review all the information obtained and developed as a result of the Three Mile Island accident and take whatever further action is deemed appropriate. C. 20555 To Whom It May Concern: I write to express my deep concern over the nuclear accident at the Three Mile Island nuclear installation in Pennsylvania. Surely this event must raise serious questions about the easy confidence with which nuclear safety is touted by nuclear energy advocates. Certainly, it must serve to check our headlong plunge into a nuclear energy dependence. 7 do not oppose nuclear energy per se. If we can have authoritative evidence that we have resolved the outstanding problems of nuclear accident, sabotage, theft and the disposal of nuclear waste, among others, I cannot oppose this potentially great source of energy. However, the risks of such energy are high. I urge that we not be stampeded into this energy form simply because other nations seem to be doing so. Therefore, I would urge a moratorium on the construction of all new nuclear facilities until these problems can be satisfactorily re-solved. For example, it seems the height of folly to proceed with development of nuclear plants before we have even developed ways and reans to dispose of nuclear waste. Secondly, I would urge a thorough review of all existing nuclear facilities, especially those with similar design to the Three Mile Island plant. Those that can-not meet rigid safety standards should be closed. My personal hope is that we shall be able to invest as much of our national resources into solar and other kinds of "sof t technology" energy sources as we have in the nuclear industry. Perhaps we can eventually reach a point in energy conversation and production so that we will not need to depend on high risk technology. Thank you for your attenticn to these views. P.E. 13/79 Mr. Harold Denton: I'm quiet !.ntreested in, what happen at the three mile island, cs so many rumors were out, and I was just as scared, as any one, and packed,in case we had to leave. I have read in the news and on T. V. that there was a human error, and just a day ago, it was in the paper, that one of the operators, took revenge on a another operator, and made this,9almost fatal mistake to destroy mankind. this was in our local paper. To my knowledge, I do not beleive all these rumors, that people spread around. Its very sad that this accident happene at TMI. For myself I still think Reactor eheuJhould still be running, af ter its re fueled. there was nothing wrong with the reactor one, because we have a friend that works there, and said he fell safe working on reactor o!e, but not in reactor two, as they had trouble with number two, since they started,up reactor two, and Med-Ed knew that, as they had trouble from the begining with number two reactor. But number one reactor was fine frem tne begining. Mr. Denton I still think they should start reactor number one, as thats the future for electricty for our nation. the people say now go back to coal, thats just as unsafe, lung cancer, mine disasters, that men get buried in the mines, and can not escape, pollution etc. I think, like most people do, we must have more safety precautions, in our Nuclear plans, and people that are trained, to knoW what they are doing, or have the knowledge, to act on mistakes immediately, and not wait fer some time, to tell the public whats going on. the engineers, mast have more safety measures in Nuclear plants, but we must M AVE n~}"^'

Mr. Denton I must praise you for al' your energy, you put in this almost fatal disaster at TMI. no one was 4111ed or had radiation etc. thank God for that. I live in Hershey, and they also said that we might have to leave too, well as much as I know, most people were ready STRA!G HTEt/ to go. Mr. Denton I do pray that the Three Mile Island will get seestsjer, out and what ever has to be done, and Med-Ed. who should take the recponsility for what happen, and not the consumer, as :4ed-Ed knew that Reaci_. number two was faulty, in the begining, an! they should have not started it up, until they knew it was safe to star 7 number two reactor, I pray for all that was concerned in this mishap. To my knowledge the people must sooner or later except the survival of the new methods of going forward, and not back wards. The March 28 accident at the Three Mile Island nuclear plant in Pennsylvania, and the emergence of reports of previous incidents, illustrate the need for further study of the possible dangers w'ich way accompany the use of nuclear power as an alternative..er,y source. How can we continue to approve nuclear installations when scienticts and nuclear experts have conflicting opiniens about the threats to human health and safety and the poscibilit" f cnvironmental contamination? It has finally happened. That nuclear accident which was given a one out of a million or so probability of occurring has just beat the, odds-makers. Pity i those unfortunate people living in the'inmediate area who wer$ not advised to promptly evacuate. They will no doubt suffer the long-term effects of radiation 3 as a result of the misinformation perpetrated.by. the irresponsible corporation and corrupt regulatory agency that stood to loae. money and respect, as well as monopolistic contrcl over the existence and prosperit'y of the nuclear industry by accurately revealing the inminent danger of the fallout. Lest we forget the importance of this event, 'it;is fitting that we remember the words of President Kennedy which have even greater significance today than they ) did 17 years ago: "Every nan, woman, and child lives under a nuclear sword of i Damocles hangin'g by the slenderest of threads, capable of being cut at any moment by accident or miscalculation or by madness..." I am strongly opposed to the use of nuclear energy as a source of our nation's energy supply for the following reasons: (1) It is dangerous as the Harrisburg accident illustrates. (2) Nuclear waste is the single most polluting substance known (3) Nuclear fuel shortages will occur in the near future necessitating the use of highly dangerous breeder reactors. Nuclear energy is the short-sighted approach to our energy needs. We must develop low-technology solar energy as our main energy source for the future. This is our only environ =entally sound and long-term erergy source. I suggest an immediate moratorium on new nuclear power plant construction and operations as well as a gradual closing of all nuclear plants as soon as is feasible. Nuclear power plants are needed in our country because of the amount of energy we consume, but in order to success-fully maintain and continue to use thic form or energy, don't you think that before the plants are built that they should be put in an area where there is not a large population, where if a radioactive leak did develop it would not harm as many people? These power plants were designed for the country's future energy needs because we cannot always depend on foreign energy sources. But if a radioactive leak occured and harmed or injured the lives of people, what kind of future is being preserved for those people? Maybe there are safety precautions for an accident, but unless there is a guaranteed safety for the community, and even the country, near the plants. then they shouldn't even be considering blue prints for such a plant. I realize that each day it costs millions of dollars to operate nuclear power plants, but please con-sider the other things lost from radioactivity, such as plant and animal life, the environment, and even the human race, all of which are virtually irreplacable. Af ter reading and hearing all the distressing accounts of the accident at the Three Mile Island nuclear power plant near Harrisburg, Pennsylvania, I have been moved to implore you to help save our country from disaster. The Three Mile Island plant had many safety violations in its record yet it continued to operate. Now all those people living in a 20-mile radius of the plant have been exposed to radioactive contamination. They were not ever encouraged to evacuate or even notified of the accident until hours after it occurred. We cannot wait until a meltdown occurs to tighten regulations, enforce inspections, and increase safety features in the nuclear power stations in our country. Perhaps more plants can be closed until we are completely assured of their safety under all conditions. There is no conceivable reason to expose an unsuspecting public to the hazards of radioactive contamination. The risk of cancer, birth de fe cts, leukemia and death far outweigh the benefits gleaned from nuclear power. All construction of new nuclear plants should be halted until they can be completely guaranteed of their safety. I hope we never f ace a danger like that of Three Fule Island again. You have appeared to be the only official to speak frankly and cautiously about the horrible accident at the Three Mile Island nuclear plant. It is on this basis that I am writing to you. The e vents of the past week have clearly demonstrated that (1) a p tr company's priorities lie in saving f ace and insuring future profits at the expense of public safety and health; (2) the monitor-ing t f nuclear plants by th plants themsalves is unreliable and dange rous ; (3) safety violations do occur and are not resolved in our tuc' ear power systems; (4) the potential for large-scale, long-ter: radioactive contamination is a real and present dan ge r. I have read that the 72 nuclear power plants in the United States provide only 13% of our energy. To rely on nuclear power for the future we will have to cover the continent with these plants. And all those plants will be susceptible to terrorist attacks, cechanical and human error and will be generating toxic wastes which we cannot safely dispose of and which will last for years and years. All these considerations should encourage us to call a moratorium on the construction of new nuclear plants, to check thoroughly all existing plants for engineering defects and incompetent personnel, and to provide federal regulators at all nuclear plants. The complete safety of all nuclear plants must be raalized as soon as possible. The public cannot be expected to live with the aw ful risks of another Three Mile Island accident. Dear Members of the Board of the 1;uclear Regulatory Commission:

I am writing to you to demand the following: 1. the emergency shutdown of nuclear power plants 2. a moratorium on the construction of nuclear power plants and nuclear weapons, including the continued expansion of the nuclear-powered submarine fleet 3. guaranteed job security for nuclear energy power plant workers and all workers who handle radioactive materials routinely 4. an end to Construction Work in Progress Taxes by the utility companies who are constructing nuclear power plants and 5. no more tax subsidies for the utility companies that are sponsoring nuclear energy I write in the light of (I should say upon receipt of) the radiation cloud we have all been under since the Three Mile Island Power Picnt "near meltdown" in Pennsylvania recently. It is apparent to me, just a 'hmall" citizen, who goes about her daily business, works, pays my taxes, expects the government to care about people's safety overall and longterm, that nuclear energy expansion is WRONG, DEADLY, CANCER-PROMOTING, HARMFUL TO ME NOW, harmful to generations yet to come and has caused TOO MUCH death, harm, maiming and cancer already for this to be a" safe, cheap, efficient source of energy." From a reasonable review of books, articles, pamphlets, etc. it is clear to me that THE RISKS FAR OUTWEIGH THE BENEFITS in terms of the LONGTERM harm. You may be in f avor of the shorterm profits of big businesa utilities, but since you are a regulatory commission you should ~oe looking at the longterm effect and enforcing safety and health for NOW and for TOMORROW. As both a minister and a concerned citizen I want to ask you a favor... please use the er.certise and power of your positicn to get the pres::nt nuclear pocer plants designed on the Three Mile Island facility shut down until such time as the origin and solu-tion of the present problem is at hand. And plcase do everything in your power to see that more plants are not built. That must sound a little crazy to someone who's job depenes upon the existence of thes-facilities, but I feel that your job and the jobs of the people u5c work with you will centinue just to deal with the many plants which are already in operaticn. They nust be inspected as closely as possible, and then phased out in an orderly, safe way. Please help us. I know that you, the President and Congress have incredible pressures from the powcr industry. After the truth of the Three Mile Island Nuclear Plant in IIarrisburg, Pa., we feel it is time to evaluate the quality of life on this planet. Cliches do not set well with us, nor does man's rationale that the earth is man's to do with as he may. The earth does not belong to mankind. It is a gift from whatever deity one believes in. Is it not the usual custom to treasure a gift, and to do honor to the one who has presented that gift? Should we not have learned a true leoson from Native American IndFns when they could not understand the meaning of " owning" the land? Now it is ours, and they can no longer hunt or look longingly from a mountaintop in quest of their vision. Perhaps I have gone off on a tangent. Forgive me. Last night we were prepared to leave if the chance of meltdown was real-I (Colleen) am 26 years old, I am a social worker in a hospital. I am accustomed to seeing disabled persons and to hold a hand,' and wipe the tears of one who is dying of cancer. I say I am accustomec', but in reality my heart is not. I do not have any children, perhape because life is too real for me. I cannot daydream that my child will be born healthy, with two arms and legs, a normal sized head, nor that the child will still be healthy within a few years. I cannot daydream that the milk produced from my breasts for courishment will be pure. I am frightened for my own life, for my husband's, for my nieces ar.d nephews, and for all of mankind, particularly the children who ce both alive and not yet born. I am frightened and implore you rot to allow nuclear power to continue to be a major enev propon nt in the future. We may not see the affects now; it is true no one us died yet. But what of the children who will have leukemia or some unexplained blood disorders ? What of the adults who in 20 years will be diagnosed with cancer? And last, but what of those not vet born, those who should be born genetically sound but will not be. Many of the cancer patients I see say "I never thought it would be me. " I have s-en too much to honestly say this to myself. To be honest to yourself, your children, grandchildren, great granchildren and to the people you represent, who put their trust in you; we urge you to stop the creation of a monster, and turn Nuclear Power ASIDE! Make this land safe, treasure the gift given to us. PLEASE ! ! !, it is not too late. Our prayers are with you and the government of this country to undo what has been done. May God bles s you. In order to insure a long, healthy life for my daughter and her offspring, I implore you to cease the promulgation of nuclear lunacy. Close, decommission and decontaminate (if you can) all existing nuclear power facilities. Scrape all proposed facilities. Think of your great-grandchildren! Although I have never taken direct action on this issue, until now, I am fully prepared to sit in and otherwise disrupt the continuation of any nuclear activities, and I will tolerate no longer your complicity in playing " fast and loose" with the future.
