In connection with the emergency at the Three Mile Island (TMI) nuclear power plant, the NRC team at TVI has cetermined that the Idaho National Ergineering Laboratory (INEL) personrel and equipment used on the Source easurement project (FIN No. A-6075) woulc be of great assistance Te rr v in dealing with the operational require ents at TMI We have given autnorization by telephone for the INEL team to proceed to TMI using funds from the Source Term Mc1surement project. The purpose of this letter is to provide this autnorizaticn through normal channels and to establish the conditions on the INEL participation at TMI.
The INEL team is authorized to proceed to TVI to assist in sample analyses and evaluation of the plant status during the state of emergency.
The INEL team will report directly to Mr. J. T. Collins, NRC/NRR, or to other on-site NRC representatives selected by Mr. Collins.
We have been informed by Mr. Collins that the principal duty of the INEL team at TMI will be to assist in determining the source of iodine leakage from the auxiliary building, to assist in any required follow-on actions and to perform any other specialized measurements requested by the licensee to further reduce effluents from the facility.
They will also analyze high priority samples as defined by the NRC representatives to whom the INEL staff will report.
When the NRC has established that an emergency condition no longer exists at TMI, then the nature of continued support by the INEL team at TMI, if any, will be established jointly by the NRC Offices of Nuclear Regulatory Research and Nuclear Reactor Regulation and subsequently transmitted to you and to the INEL team.

e exact level or duration of support required at TMI, it is not po ible for us to determine which of the previously agreed upon milestone conrit-ments must be rescheduled or if the rer.aining funds are sufficient to provide the required support. We plan to negotiate these changes in the near future.
