RECOMMENDATION FOR FI.*RC11ASE OF AUTOMATIC IFIRMO-LDHNESCENT DOSIMETRY SYSmi FOR ENVIRONMENT /'. AND F: 1 SON'!EL DOSISETRY AT THREZ BELE ISLAND Since March 31, 1979 Region I has been conducting environmental and persennel dosimetry at the Three Mile Island Nuclear Power Station by using the contractual services of the Radiation Management Company.
A revicw of the service provided and the costs incurred and projected strongly indicate that we purchase the dosimetry system new in use.
Furchase of the system is both cost effective and advantageous due to the flexibility it will provide as indicated below:
Cost Ef fectiveness of System Purchase Appendix A details the present contract cost for rental of the environmental and personnel dosimetry services at TMI.
The terms of the contract are for the period March 31, 1979 - March 31, 1980.
If purchase of the system is made by June 30, 1979, a savings of about
$52,700 over the contract ' ost of $114,600 for the year contract.
This is almost equal to the cost of the TLD syc tem itself.
The cost effectiveness is more pruounced if we consider that the NRC cay conc'uct environmental TID studies at TMI beyond March 31, 1980 and =ay institute such studies at other sites of operating reactors and reactors under construction.
In the long term, this system will pay for itself =any times over.
Emercency Response Cacability The TLD system identified is smai' (30" x 18" x 29", 120 pounds).
So it cay be loaded into a mobile laboratory where it can be transported to an emergency site.
The system is suitable for environmental and personnel dosi=etry. Having such capability will allow the rapid turn-around time de.::anded in an emergency situation and will minimize in transit doses.

Minimites In-Transit Doses An in-house TLD system will allow for greater sensitivitj for envircamental measurements by reducing in-transit doses due to cosmic radiation and from radioisotopes in - tr an s it.
A11cus Rcutine In-House Personnel Dosimetry Use of the Panasonic TLD system will allow a switch to TLD dosimetry for regional personnel at flexibic change frequencies.
A savings of up to $2,700 annually will result by discontinuing the present film /TLD dosimetry services of R. S.
Land auer, Inc.
Work at TMI Recuires No increase in Manecwer Since the NRC has already ce==itted manpower to placement and collection of TLD packets, the tine of a technician has already been allocated for at least five to six hours per week.
The additional hour per week needed for TLD readout will result in no additional manpower.
Ecuipment Purchase Provides Tangible Produc t In Addition to Date the NRC will purchase data process'ing Under the present c ontract services f or about $114,000 over the life of the contract.
Data interpretation is even now being done by the NRC.
For a total outlay of $67,000 the "de-bugged" operating TLD syetem can be purchased giving us at the end of the contract period not only data but a TLD syste=.
The system will be useful long after the contract would have expired. This is one of the more compelling reasons for purchase of the system.
