He added that Hershey Medical Center did not plan to evacuate during the accident.

Tests conducted Jy hospital personnel revealed no radioactivity in grass and soil samples, Miller said, adding that fallout from the Chinese nuclear bomb tests several years ago produced far nigher readings.

Miller's rational voice was more than balanced by a series of e=otional outbursts from at least one public official and many private citizens.

Mickey Minnich, of the Newberrytown Steering Cc==ittee, pounded on the table, clai=ing, "I know I'= going to be a statistic."

He said employees of Met-Ed =ay be =urderers, and that he would go to jail before paying higher electric bills prompted by purchased power costs.

"If we have to pay, the spirit of the Boston Teapcrty will be reincarnated," he said.

He also warned that if IMI-l is allowed to open, "You're going to see civil disobedience like you've never seen before."

One private citizen claimed she can see radiation being emitted frc=

the top and bottc= of the cooling towers, especially at night, when Met-Ed secretly discharges it.

She also claimed trucks secretly enter and leave the plant at night with their lights out, to remove nuclear wastes.

Other citizens appeared = ore knowledg.ble about the accident and radiation, but were obviously concerned about the health ef fects of radiatica emitted fro.n the plant.

Many suggested that educational progrs=s must be instituted in this area to answer many :itizen questions and fears.

Co==ission Chairman John Kemeny repeatedly asked wnere citizens learned their information.
