SUBJECT:

TMI-2 RESIDENT OFFICE COVERAGE DURING NON-ROUTINE WORKING HOURS Starting May 25, 1979 at 1700 hours0.0197 days <br />0.472 hours <br />0.00281 weeks <br />6.4685e-4 months <br />, manning of the IE Resident Of fice at TMI-2 between 1700-0800 hours and on weekends and holidays will be by shift personnel. The shift staff (three shifts /dayT, as a minimtm, include the following:

- one Environmental Survey Coordinator;

- one Reactor Operations Inspector;

- one Reactor Health Physicist; and

- one Environmental Survey Team (day shift only

Other personnel assigned to the IE Resident Office (day workersi are on call weekdays, through local radio page units, and on weekends and holidays, through the Region I Duty Of ficer.

In addition, off duty shift pe*sonnel (including the Environmental Survey Team) are on call through local radio page units.

Personnel with local radio page units who intend to be outside the effective range of the unit (approximately 20 miles radius around Harrisburg) while of f duty should provide the Environmental Survey Coordinator with a telephone number where they can be reached. The '.nvironmental Survey Coordinator must ensure that other-on-shif t personnel are aware of the whereabouts of off duty personnel.

Day workers and off duty shift personnel must be notified and recalled to the site whenevar a situation involving any unplan ne d(acciden tal) o r.

previously unscheduled evolution, which could affect public health and safety, occurs or is about to occur and which cannot be covered adequately with available on-shift personnel. The specific situation will dictate who should be called but, in all cases, the Chief, Pesident Offi,ce, who will determine the need for additional personnel is to be notified.

If he cannot be contacced immediately, an attempt

. auld be made to contact the lead person with the needed expertise, followed by attempts to contact other personnel with the needed expertise who are assigned to the Resident Office. Other on-shift personnel should he used to assist until off duty personnel have responded.

In unusual circemstances, the Region I Duty Officer should be requested to provide regional based assistance.

The licensee is responsible for notification to the regional of fice of l

events requiring this action.

However, the on-shift Reactor Operations Inspector will confirm that such notification has been made by personally l

contacting the Region I Duty Officer.

Questions of a routine nature arising during the course of a shift should I

be communicated directly to the appropriate of f duty person as required.

No person should feel inhibited to call off duty oersonnel at anytime, whenever the need arises. All cuestionable situations should be reported immediatelv to the Chief, Resident Office.

i In the event that a member of the on-shif t staff is unable to carry out the duties of his assignment, the Chief, Resident Office must be in fo rmed promptly. Coverage of this shift is the responsibility of and will be shared by other available shift personnel until other arrangements have been made.

Attached is a listing of on-call personnel and contact telephone numbers for use during non-routine working hours. This listing will bc updated periodically as the need arises.

The IE Resident Of fice trailer must be locked at all time during non-routine working hours when not in use by shift personnel.

Padlocks are provided for this purpose.

It is the personal responsibility of eacli NRC emplovee to safeeuard NRC procerty.

Any question regarding this memorandum must be brought to the immediate attention of the Chief, Resident Office.
