THREE MILE ISLAND UNIT 2 The assignment of Region I pr

..onal personnel to the IE Resident Office at Three, Mile Island is as shown in Enclosure 1.

It is planned to rotate section chief assign-ments to the position of Chief of the IE Resident Office, generally on a four-week basis. Region I inspector assignments will be for a longer ierm. As discussed with you, permanent assignment as a resident inspector is being considered in one or more cases.

With respect to support frch, Regions II - V, I have developed a specific schedule for assignment of personnel by the other Regions. This schedule covers the 16-week period fro n May 15 through September 3,1979, and is shown in Enclosure 2.

I believe that specifying fcur, four-week periods is consistent with your May 3 memorandum which requested support for th'e four months of May through August. As indicated in your memorandum, Regional Directors may use their discretion in determining how to fill the assignment; i.e., one inspector for four weeks, two inspectors for two weeks each, or other periocs of assignments.

Specific shift assignments for IE personnel assigned to Three Mile Island will be made by the Chief of the IE Resident Office, consistent with inspection requirements and inspector qualifications. With respect to inspector qualifications, in some cases requests have been made for specific individuals from other Regions to be c: signed to Three Mile Island. These requests have been made in recognition of the specific needs at the site.. Where Regional Directors cannot honor the specific request, it is expected that an individual of temporable qualifications will be assigned. Thy need for radiaticn specialists with reactor health phpics experience is porticularly acute and it is in this area that it appears we may encounter problems in staffing.
