REFERENCE:
Region I Announcement No. 79/20 1.
In accordance with the reference noted above, the following summary of activities at TMI is submitted.

Arrived on site 1:00 p.m. 3/29/79; duties.r.cluded Unit 2 Control Room sarveillance/ communications as IE operations inspector or 4 p.m. - 12 p.m. shift; 2 parted site 2:30 a.m.

b.
4/16/69 - 5/1/79:
Arrived on site 10:00 p.m. 4/16/79; duties included Unit 2 CR surveillance / communications as IE operations inspector on 12 p.m. - 8 a.m. shift; observed installation of mods to Aux Building Vent Sys and mods to the Condensate & Feed systems departed 5:30 a.m. 5/1/79.

Coments regarding Licensee's coerations at site:
a.
Emergency /00erating Procedures - The licensee began developing Emergency and Operating Procedures immediately following the accident because of the unique plant conditions.
Confusion existed concerning who was required to approve these.
It took several days to establish a new approval group" which included the Licenee's PORC, B&M, an ALAPR rearasentative, NRC (NRR) representative etc.

Personnel in The Control Room - During first few days (3/29 -
4/3) there were many people in the Unit 2 Control Room. At the time is seemed as though each person had the right and need to be there. After several days so...a of these groups of people [ MET EU technical support, a procedure writing group, Burns & Roe rep, B&W rep, NRC (tiRR-systems)] were moved to the Turbine Building and later to a trailer on site. This helped the conduct of operations in the fontrol Room.
Met Ed also (after a few days) instructed designated operators l
to help provide plant parameters and other requested data to a i
central location in the Control Room on a periodic basis.

This helped minimize the numbe. of perstnnel directly observing and standing in front of the control room panels.
4 Coments recardina IE and NRC ocerations at site:
I a.
Communications - The open line originally set up between IE(HQ), Region I, and Unit 2 Control Room was periodically of poor quality. This line was on an extension off a normal Met Ed phone in the Shift Supervisors Office. When a separate NRC line was installed the transmission quality / reliability was improved.
(This additional line was originally installed in tha middle of the CR at an operators desk without contacting the IE inspector and getting direction as to the best location, and required having the phone ca. representative return to install the phone in the shift supervisor office).
b.
NRC Acoroval/ Notification - At various times it was unclear to IE inspectors and control room operators / shift supervisors whether NRC (NRR or IE) approval was required prior to the Licensee's performing certain evolutions.
It would have been helpful to.1 ave a memorandum of understanding (or other type of written agreement) jointly s'gned by the NRC and Licensee's management and provided to all personnel concerned (control room operators, shift superivsors, IF i1spectors, NRR staff) describing in detail the approval / notification procest. for 242 34h
