SUBJECT:

REPORT OF ACTIVITIES AT THREE MILE ISLAND

REFERENCE:

Region I Announcement No. 79/20 i

I departed from Reg on I at approximately 9:00 a.m. on March 28, 1979 d

accompanied by W. H. Baunack, Reactor Inspector. We arrvied at the i

site about 10:45 a.m. and proceeded to the Unit 1 Control Room where

we joined the other representatives from Region I.

At approximately I

I neon, Baunack and I departed from the area as a result of the licensee not having respiratory equipment available. We then moved to the Observation Center which was the Licensee's Emergency Control Center.

During the afternoon of March 28, there was respiratory equipment available for u:e and we proceeded to the Unit 2 Control Room.

Communications by telephone were established at the Unit 2 Control Room Supervisors Office and an open line was maintained with the emergency centers in Region I and Headquarters.

From this time through

.trch 29, I handled telephone ccomunications, working with the Reactor

,perations Branch personnel.

Beginning March 30 on the 12 to 8 shift, I worked with the Health Physics personnel and was assigned as the communicator located in the Unit 1 Control Rocm Supervisors Office.

During tne first shift en March 30, I worked with R. L. Nimitz, Radiation Specialist in oerforming environmental surveys off site and collecting vegetation, soil and water samples.

The remainder of the period at the site through April 9 was spent primarily as the communicator for 'fealth Physics located adjacent to the Unit 1 C;ntrol Room.

The communicator duties :ansistea of telephone communications to Region I; Site Command trailer; State of Pennsylvania; and NRC:HQ.

A radio was also installed for comunications at the site.

Weather data was obtaineJ from instrumentation located in the Unit 1 Control Room and other radiological data was obtained from the licensee's Health Physics Control Center located in the Unit 1 Control Room.

From March 30 through April 9. I was assigned to the 12 to 8 shift.

I departed from the site at 1:15 p.m. on April 9,1979.

Sammary of Activities:

While on duty, I was a member of the Environmental Mobile Survey Team. Specific activities included taking air samples 3

at various off-site locations as determined by meteorologic data, taking vegetation samples, and performing direct radiation surveys of the environment.

Due to the nature of the work activities, -

contact with the licensee was minimal.

Therefore, I have no ' comments c' garding licensee operations.
