SL M RY S tarting Saturday, May 26, 1979, envirencental survey teams en the normal off-hour shif ts will be availabic only on a call-out basis.

The ESC for the 1600-2400 and 0000 to 08C0 shif ts will change his l

b:se of cperation frem the ';RC:IE trailer to the Unit 2 Turbine Deck.

i The ESC operations will be coordinated with the existing IE in-plant HP and Reactor operatiens organizaticn.

For significant unplanned releases, the ESC will call in a survey team and nobile lab operator, if necessary, and the usual downwind plume surveys will be cenducted.

The overall capabilities of this group shall remain essentially at the level existing prior to this change.

To acccmplish the above, the following general instructions are l

provided:

1.

ESC Work Location The ESC normal work locatica will now be the Unit 2 Turbine Deck rather than the NRC:1E Trailer.

If no cne (Operatier s) remains at the IE Trailer it should be locked and the message record er activated for ~

the designated telephone.

Before going to' Unit 2,th:1600-2400 hour ESC should-get-a-de~criefing covering;on-going ractivi:les from the day _ '

shift ESC. -(All personnel should.have keys-to-the NRC:IE-Trailer.) -

ESC Normal Duties The prime responsibili. y of the ESC while in-plant vi 1 be to follow the effluent monitoring and meteorological conditions.

IT.s will relieve the in-plant HP and Reactor Inspector of this, duty and a Alow them to better cover other activities. The remote readouts (AM 1, 2 + 3, etc.)

are readily available in the Turbine Hall adjacent to the HP office.

Instrument readings (cpm) and calculated release rates may be recorded throughout the shift.

(Cur tes ts have shewn that radio ce=cunications f rom the Unit 2 Turbine Deck via portable radios are not feasible.) To acco plish this there are two options.

a.

The ESC can call out another off-duty ESC to can the NRC :IE Trailer. The in-plant ESC can then provide t ire l;. information to the NRC:IE Trai.er on the course of the release.

b.

The ESC en duty can leave Unit 2 and go to the NRC:IE Trailer

_i.f the in-plant HP or the Reactor Ir.spector is available to follow the effluent monitors and provide this information to the NRC:IE Trailer.

Survev Team Ocerations Envirennental Group =enbers should ensure that they stay within pager range as any or all =ay be call ed on at any time.

Tae approxicate range is 20 =iles.

Once called cut, the survey tea =(s) will perform as usual.

To expedite getting started with survey operations, the survey team should take the survey car to the catel when the team is off duty af ter the day shift. All active Environr.eutal Group re:'cers should have a set of survey car keys and be f amiliar with the operation of the survey equipoent.

It is strongly suggested that all per.: ens in the Environmental Group stay ac the same notel and it _be one of the closest.

Mobile Lab _

It may be necessary to activate the Mobile Lab at any time.

Therefore, the persen in charge should carry a pager and stay.within This person may also be asked to serve en a survey team its range.
