On May 14, 1979 the 1600-2400 hour EST f ound radicactive material (plastic bags containing centacinated trash, etc.) at the TMI lcadfill area located between the Scuth Parking Lot and the South Cate.
This was brought to the attentien of NRR and the licensee (R. Arnold, J. Herhein and 3. Rusch,) at approximately 1900 hours0.022 days <br />0.528 hours <br />0.00314 weeks <br />7.2295e-4 months <br /> en 'My 14, 1979.

In a discussica between the above licensee an d J.
P. Stohr it was agreed that:
(1) this area would be off limits for further dunping until appropriate administrative control had been establishcd fer all trash m: oval: (c) clean up and further surveys by the licensee and also EST's would start at 0800 en May 15, 1979; (3) survey efforts wculd include

_A.CTIC'i RECUIRED :
EST/HP Coordinator (1) The 0800-1600 and the 1600-2400 hour EST's will survey this entire area during the clean up en May 15, 1979, starting at 0800.
All contaminated material should be removed.
(2) J. Kinnecan is the persca in charge of this NRC survey effort.
In-Plant NRC HP's (3) In-Plant NRC HP's will have to establish what situaticn Iff to thi breakde n in centrol, i.e., what centrols, procedures, pensibilities, etc., existed.
(4) In-Plant NRC HP's will have to es tablish that the licensee has made changes in this program so that adequate controls are established to xj
