SUBJECT:
DUTIES OF THE REACTOR OPERATIONS INSPECTORS ASSIGNED TO TMI CONTROL ROOM WATCH Refatence:
Memo from Director RI to Acting Director IE dated 5/11/79, IE Resident Of fice, TMI Unit 2 PURPOSE The purpose of this memo is to provide instructions to and specify the duties of the Reactor Operations Inspectors assigned to Unit 2.
An operating Plan for TMI was included as an enclosure to the above reference and provides some guidance in this area. This memo amplifies the requirements of this Operating Plan.
ACTION The duties and responsibilities of the Reactor Operations Inspectors assigned to TMI, Unit 2, include the following:
a.
Observe plant operations to ensure that activities are being conducted safely and in accordance with NRC requirements.
b.
Review procedures related to plant operations to assure that activities will be conducted in accordance with NRC req' irements.
u c.
Prepare a weekly report of your activities, observations and findings. This report will cover the period Saturday through Friday or Saturday through your departure. The report will be submitted to the Lead Reactor Operations Inspector for in-corporation into the OPS section of a full report.
Additional Specific Instructions for Shift Inspectors Assigned to Unit 2 Control Room (normally 00-08, 08-16, 16-24 shifts) include:
a.
The IE trailer. is "home base" while on duty.
H owever, frequent tours of the control room and plant should be made, with as much time spent in the plant as is appropriate for the activities in progress.
b.
Provide information (wind direction and speed plus readings from AM-1, AM-2, AM-3, AM-4 and V-5) requested by IE HP personnel in trailer by telephone (782-3960).
Inform trailer if you will be unable to provide this data due to observing evolutions outside control room.
c.
Obtain copies of data for NRR personnel and deliver to NRR and IE trailers at the end of each shift.
(Presently providing thermocouple and operator group parameter su=maries each three hrs).

Be aware of plant status and status of recovery programs /modifi-cations.
Inform the Lead RO Inspector or the Chief, Resident Office (782-3959), NRR (782-3950, 1, 2 - day and swing shift only) and IE in plant HP personnel of any planned or actual changes in plant status or operations.
It is especially important to inform all concerned as soon as possible of unexpected or emergency situations which may develop.

Cnief Resident O ffice. when not in the office, may be reached by radio (Channel 5) or beeper (717-782-9948).
e.
Be alert for activities about which you might not have been in-formed by the licensee. Attempt to attend any shift / supervisor /
shift crew turnover meetings.
f.
Maintain a shift log of all significant activities and evolutions.
g.
Perform other duties as directed by the Lead RO Inspector or Chief, Resident Of fice much as witness a specific surveillance test or evolution.
