I MOBILE LAB AT TMI

SUBJECT:

Commencing on May 18, 1979, the NRC:I Mobile Lab will begin one shift operation irem 0800-1645 or later if necessary to finish counting the day's samples.

Samples will be handled as follow s:

In Plant Samoles In plant samples can be dropped of f at the Mobile Lab at the end of the 12-8 shift and the results can be picked up by the incoming 4-12 shift. All licensee or licensee contractor sampics from in plant should be authorized for counting by D. Neely, Chief In Plant H.P. Inspector.

Of f Shif t Hours During the off shift hours from approximately 1700-0800 the next day the Mobile Lab and Instrument Van will be locked and the keys will be kept in the NRC:IE trailer.

During the of f shif t h3urs the Mobile Lab personnel can be called in to count important samples if necessary.

Attached is a list of personnel qualified to operate the Mobile Lab.

Also attached is the Mobile Lab schedule.

'i Mobile Leb Schedule N. Tere and T. Jackson will be alternating weekly from Tuesday through Monday 0800 - 1645.

P. Verbryke, coop, will assist in the Mobile Lab Monday - Friday 0800 - 1645 with the weekends and holidays of f.

In addition P. Verbryke will post and collect the TLD's on "hursdays.

I will fill in as necessary during periods of annual leave, training, etc., and will return to the site approximately one day per week in order to maintain contact.

DUTIES OF THE REACTOR OPER/TIONS INSPECTORS ASSIGNED TO TMI CONTROL ROOM WATCT!

Reference:

Memo from Director RI to Acting Director IE dated 5/11/79, IE Resident Office, TMI Unit 2 Purpose 1 The purpose of this memo is to provide instructions to and specify the duties of the Reactor Operations Inspector assigned to Unit 2.

2.

An Ooerating Plan for TMI was included as an enclosure to the above reference and provides some guidance in this area.

This memo amplifies the requirements of this Operating Plan.

Action 1.

The duties and responsibilities of the Reactor Operations Inspectors assigned to TMI, Unit 2, include the following:

Observe plant operations to ensure that activities are a.

being conducted safely and in accordance with NRC requirements, b.

Review procedures related to plant operations to assure that activities vill be conducted in accordance with NRC requirements.

c.

Prepare a weekly report of your activities, observations and findings. This report will cover the period Saturday through Friday or Saturday through your departure.

The report will be submitted to the Lead Reactor Operations Inspector for incorporation into the OPS section of a full report.

2.

Additional Specific Instructions for Shift Inspectors Assigned to Unit 2 Control Room (ncroally 00-08, 08-16, 16-24 shifts) include:

M Reactor Operations Inspectors Assigned to TMI Stop in at IE trailer prior to proceeding to Control a.

Room and upon relief for briefing and/or to check mail box.

2.b.

Provide hourly information (wind direction and speed plus readings from AM-1, AM-2, AM-3, AM-4 and V-5) requested by IE HP personnel in trailer by telephone (782-3960).

Inform trailer if you will be unable to provide this data due to observing evolutions outside C.R.

Obtain copies of data for NRR personnel and deliver to c.

NRR and IE trailers at the end of each shift.

(Presently providing thermocouple and operator group parameter su=maries ea 3 hrs).

d.

Be aware of plant status and status of recovery programs /

modifications.

Inform the Lead RO Inspector or the Chief, Resident Office (782-3959), NRR (782-3950, 1, 2, day and swing shift only) and IE in plant HP personnel of any planned or actual changes in plant status or operations.

It is especially important to inform all concerned of unexpected or emer,gency situations which may develop.

NOTE:

Chief Resident Office, when not in the office, may be reached by radio (Channel 5) or beeper (717-782-4448).

Be alert for activities about which you might not have been e.

iaformed by the licensee.

Attempt to attend any shif t/

supervisor / shift crew turnover meetings.
