REPORT OF ACTIVITIES AT THREE MILE ISLAND (4/13/79 AND 4/25/79) w -
Per Region I Announcement No. 79/20, my activities at TMI-2 on the subject dates are described below:
J/13/79 Arrived at the site at 8:00 a.m. and departed 7:45 p.m.
The purpose of this trip was to detennine the status and plans for modifications for the plant to assist in accident recovery. My effort included i
meetinos with GPU QA on their overall plans for coverage of the modifications and Westinghouse on the altr~te decay removal system plus discussions with NRR and IE un-site c:rsonnel.
An informal design review meeting was attended involving licensee, NRR, Burns and Roe, Westinghouse, Ccmbustion Engineering and NRR perscnnel.
Planned modifications at the conceptual or preliminary stace for going solid on the steam generators to achieve cold shutdown conditions and the alternate heat removal system were discussed.
4/25/79 Arrived at the site at 3:00 a.m. and departed 5:30 p.m.
The purpose of this trip was to review current status of mocifications and to discuss RCI on-site inscection efforts with Walton, Chaudhary and Finkel. Met with TMI-l personnel for approximately one hour to discuss discrepancies in recent in-service inspection results that were publicized in various newspapers on 4/24 and 4/25.
COMMENTS AND OBSERVATIONS The licensee appeared to be making a determined effort to apply as much QA and QC control to on-going modifications as was feasible considering the rush nature of the effort. As a result, considerable emphasis must be place t on pre-operational testing to verify integrity and functional capability of the modifications.
IE operations at the site were well organized.
Our arrival on-site on 4/13/79 was effective in improving ccmunications between IE and the NRR Review Grcup considering modifications.
