Summcry of Acti"ities Performed:

First week was routine in-plant health physics, assigned to effluent control.

Surveillance and followup of the installation of the filter train for the Unit 2 condenser vacuum pump exhaust and the new 219 effluent monitor.

Routine collection and review of the 219 and 748 effluent monitor data.

Routine collection and evaluation of liquid effluents discharged from the plant site:

waste neutralization tanks, waste evaporator condensate tanks, lWFS and lWTS.

Made frequent contacts with the Rad Wasta Operations Group to deter =ine status of the solid wastes shipped from the plant.

Second week (day shift) war in-plant health physics. Routine coverage of the emergency diesel generator room decontamination and decontatination of the decay heat sump and isleways in Unit 2.

Covered the collaction of pressurizer samples in Unit 1.

Correlated pencil dosimeter and ILD results of some specific operations.

Routine instrument surveys of Unit 1 and Unit 2.

Reviewed RWP's for activities in both Unit 1 and Unit 2.

Initiated action so that Unit 1 and Unit 2 had current Form-5 exposure information.

Comments on Licensee (Health Physics) Operations: Under the circumstances, I felt that Met. Ed. had knowledgeable qualified health physicists; however, they vere spread extremely thin and lecked in numbers.

I felt that NSS and RPI were not responsive in determining and controlling health physics problems.

Some weaknesses I obsersed were:

Inadequate supply of respiratory prc' 'etion devices.

Inadequate assistance in dressing and undressing personnel making entries for decontamination, filter changes, sample collection, etc.

c.

Satisfied with using Form-5 information that was not current.

Form-5 did not contain extremity doses.

d.

Not having HP personnel at frisker stations to ensure that all personnel frisked erf' frisked properly upon leaving an area. Also, HP personnel were not stationed at all entry points.

e.

Improper tagging of Unit 2 waste being stored in Unit 1 Service Building.

f.

Inadequate supply of pencil dosimeters, g.

Lack of QA of the mask cleaning operation.

h.

Unreasonable turn-around time of sample results.

Inadequate facilities for protective clothing and equipment.

Inadequate shower and change facilities.

Comments on IE Operations: -IE was too much involved in performing duties that should have been performed by the licensee. After one month, IE should be strictly in an advisory capacity with some n r,

' confirmatory measurements, then pusse into an inspection and enforcement mode as necessary.

Suggect a daily meeting with licensee top HP canagement with documentation of IE advisement and the licensee's response.
