APR 3 01979 SSINS 8210 MEMORANDUM FOR:

Boyce H. Grier, Director, Region I FROM:

Steven C. Ewald, Radiation Specialist, Radiation Support Section, FF&MS Branch, Region II

SUBJECT:

REPCRT OF ACTIVITIES AT THREE MILE ISLAND l.

Arrived at TMI Site:

0700, 4/5/79 Departed TMI Site:

1900, 4/19/79 Times on Duty:

Summary of Activities Performed: Assigned Unit 1 in-plant health physics coverage (4/5 - 4/10) and Unit 2 in-plant health physics coverage (4/11 - 4/19).

Routine activities included review of RWP's, surveys, performing radiation and contamination surveys and drawina various air samples. Other activities included:

review of iolid waste shipments and independent surveys of shipments prior to release; review of selected spec.al operating procedures, end in-plant aspects of radioactive effluents and waste processing.

Comments Regarding Licensee Operations:

Two problems of significance relating to health physics perfonnance concerned me.

One, relates to long delay timee in getting results of 790620045i CONTACT:

APR 3 01979 isotopic analyses of various sc ales.

Several air sample analyses took days to get results back and sample turn-around time seldom was better than 4 hours4.62963e-5 days
0.00111 hours
6.613757e-6 weeks
1.522e-6 months
.

A second, generic problem of communications hampered the effective operation of the plant health physics staff.

With a variety of groups having input to plant and related operations, it was difficult, if not impossible, for the health physics staff to be aware of proposed or upcoming activities.

This problem was compounded by frequent changes in the plant and health physics organization.

4.

Comments Regarding IE/NRC Operations:

The NRC effort suffered some of the same problems as the Met. Ed. organization, i.e.,

poor connunications, lack of coordinated effort. With many separate groups having input to a given operation, it appeared unique for the various NRC groups to be in contact.

As a result of the general communications problems, a fair amount of time was spent establishing informal communications with various groups and passing information from one aroup to another.
