a.
Direct logistical support for primary coolant, contai:
-t air, and waste gas tank sample collection.
Includes arranging transpo.tation, analysis, packaging, surveys.
b.
Review licensee exposure control program, including:
TLD's; TLD response to energy ranges; cethod of analysis; data handling; computer reduction; sensitivity; determined overexposures and reported to Hendrie.
c.
Set up NRC exposure control program, including:
arranging for NRC, copies of TMI TLD records of NRC personnel; set up personnel (NRC' log in pr)cedures; reviewed NRC exposures.
d.
Assisted in environmental =cnicoring program with dose / risk ass e ss:uent.
e.
Analyzed licensee coolant sample results with NRR for failed fuel analysis.

Reviewed TMI/RMC whale body counting program including:
review of alpha-n meshed of least squaras procedure for gan=a spectrum analyses; arrange for RII phantom for checks; reviewed RMC calibrations; reviewed all TMI whole body results (4-5-79) since incident to ascertain body burden percent.
g.
Met with Center for Disease Control (CDC), NIOSH, and arranged for NRC epidemiologist to assist CDC, in HEW review of cituation and recommendation to State of Pennsylvania, Department of Health.

Comments:
Licensee Exposure Control Program has a sensitivity of a.
10 mR, daily readout of TLD's results in a MDL of 900 mR/qtr.
I concur with licensee request of 4-4-79 to reduce TLD readout to weekly.
b.
CDC and NIOSH personnel cre exceeding their EEW mandate and should not be given TMI exposure records at this time.
Concur with G. Smith in his appraisal of CDC and NIOSH.
4 Comnents on IE Operations:
RII response to TMI was excellent (less than 4 hrs from initial notification to onsite).
RII and RI personnel interfaced well and RII personnel performed enthustically and with dedication.
