Su marj of Activities Performed: Assigned to Unit 2 in-plant radwaste coverage.

Routine activities initially were to monitor the radwaste situation in Unit 2 and to review any proposed Unit 2 radwaste operations. This rapidly developed into monitoring all radwaste activities on site.

Activities included reviewing release procedures, analytical results, sampling methods and actual operations involving radwaste processing and effluent releases.

(This included the Chem-Nuclear solidificatinn operation for Unit 1 and the portable " Cap Gun" demineralizer operation for Unit 1.)

Actual rslease of liquid radwaste was limited to Unit i the industrial waste treatment system (IWTS/IWFS) and the sanitary sewage system.

In addition, there were continual reviews of licensee plans to contain the Unit 2 radwaste in the Unit 2 side and contingency plans in case the Unit 2 radwaste systems reached their ultimate capacity.

Com=ents on licensee operations (Radwaste). Overall, the licensee's control of radwaste was effective for liquids.

Gaseous effluents were generally more of a problem and were being evaluated core thoroughly by personnel other than myself.

Some specific comments relative to the radwaste area are:

a.

50 liquid releases exceeded 10 CFR 20 limits if averaged over a year.

'b.

Only one transfer of liquid radwaste from Unit 2 to Unit 1 occurred during my tour of duty and plans were to transfer this liquid back to Unit 2 for processing.

Sa=ple collection and analysis was poorly coordinated and c.

analytical results were fregaeatly not returned.to the people needing the data.

In addition, turn-around times for sample results were poor.

d.

Analytical facilities were not set up to analyze high activity samples and poor techniques were frequently used in saeple collection and counting.

Licensee liquid release procedures utilized very conservative e.

assu=ptions and " percent of MPC" calculations were made using these assumptions. Personnel desiring to know actual release concentrations would have to calculate the concentrations based on tank release rates, dilution flows and concentrations.

Actual release conditions are recorded in the radwaste release permits and are available for review, if necessary.

The Unit 1 use of the Chen-Nuclear mobile solidification unit (Urea-formaldehyde) appeared to be a routine operation.

the solidified contents of one container was visually inspected for free water.

Less than one quarter inch of free water stood on top of the solidified waste and ready mix concrete was added to the container to absorb that water.

During thi

'rst week, IE personnel were successful in encouraging licenss. personnel to get back to normal procedures instead of using emergency procedures (for radwaste operations).

IE personnel would have been even more effective if the roles of the IE and NRR personnel serving in the plant could have been more clearly defined via a joint planning session. Overlapping activities of NRR and IE frequently caused proble=s because of differing opinions.
