SUBJECT:

REPORT OF ACTIVITIES AT TFREE MILE ISLAND 1.

Arrived at the TMI Site:

1700, 3/30/79.

Assigned to the Environmental Monitoring Team Duty Hours:

4-12 shift.

Sn ary of activities performed:

Assigned as Shift Supervisor, 4-12 shift, Environmental Monitoring Team.

Routine duties included dispatching field monitoring teams for plu=e surveys, recording data from survey teams and pertinent in-plant monitoring data for Unit 2, directing environriental soil, vegetation, and water sacpling activities '.ased on surveys and TLD monitoring staticn results. Receiv-d and recorded results of environnenta.'

sarples from mobile laboratories.

Coordinated DOE survey teams and DOE mobile lab activities through DOE representative to provide maximum area surveillance utilicing NRC and DOE capabilit:

Received and recorded ARM.S in-flight survey data for routinely scheduled surveillance flights.

Kept a daily log of shif t activities, including meteorological and environmental parameters for ground surveys.

Non-Routine duties included:

dispatchinc NRC and DOE teams to specific areas when informed by in-plant HP that a rclease was i==inent.

Dispatching special ARMS flights for aerial surveys during releases. Directing special sampling for airborne and ground iodine contamination during and after periods of releases.

Others as directed by the Offsite Environmental Survey Teams Director.

Comnents on licensee operations: Very little contact was made with licensee personnel.

I arranged on one day for an NRC inspector to accc pany a licensee representative on a round of milk sa=ple collection for the purpose of splitting ramples.

Comments on IE operations:

IE environmental survey teams vere effective in defining plume dimensions and radiation expo: tre rates but were limited by lack of proper equipment in asseising airborne concentrations of radiciodines or particulates.

Che DOE teams were equipped with portable air samplers for bo:u iodine and particulate sampling and were relied on heavil; for supplying that data.

The Region I cobile laboratory was particularly useful for evaluating environmental samples and for cross-checking samples evaluated by the DOE mobile laboratory.
