SUBJECT:
REPORT OF ACTIVITIES AT THREE MILE ILI.AND As per your request to help in docu=entation of the total IE involve =ent at the Three Mile Island site, I am providing the following sit =nry report of =y activities while at the site.
1.
I arrived on site the evening of March 30, 1979, and worked the 0000-0800 shift until my departure on April 12.
2.
I was assigned to the IE trailer from March 31 thru April 6 and as co==unicator in the control room from April 7 thru April 12.
3.
My observations regarding the licensee operations were that they were cooperative and appeared responsive; however, there were some indications of resentment towards the NRC due to the fact that they could no longer operate the facility at their own discretion without NRC approval.
4.
Initially it appeared as though there was not any coordinated effort between IE and NRR.
In many cases, information provided to one person was later requested by one or more other persons.
Considering the circumstances, the overall operation appeared to be effectiv'- however, it is questionable that the IE and NRR organization, as it exixted at IMI, would be able to cope with a situation where snap decisions would be required during fast moving events.
