The ECC came on and a guy who was watching pressurizer acparently level and while he was watching the level the pressure came down on him. He cut back ~ en.he ECC ficw because the pressuri:er was full, but the pressure was coming down below the point at which ycu could start fieshing in the system. 50 I visualize you start to form a bubble because he cut of f flow and shut off the ECC. Now when you shut off the ECC, you don't have the aux feed and you loose the pumps, the main circ pumps, that is it. You are there. Which is what I think he did. Yup. Now, there are five independent, six independent pumps at the plant. He fcu.nd a way to interfere with the cperation of those systems to do the. Job. Well, let us not prevail on him. a E t.'AL UA T ION Item 1 As a result of his review of the preliminary sequence of events o,f the incident at TMI-2 described in the IE Bulletin 79-$5A, the licenre assisted by Babcock and Wilcox Company, has identified the same six statements of concern outlined in the " Description of Circumstances" of the Bulletin. He then relates these statements of concern to the Ranch Seco plant. We have reviewed his responses to these statements and find, in general, a satisfactory understanding of the sequence of ( eventc and their relationship to his facility. However, to assure that all appropriate levels of. utility personnel have participated in this review, we will require that all licensed operators and plant Y -- management and supervisors with operational responsibilities participate f in this review and such participation be documented in plant records. 0.JY O )

Related to the licensee's response to Statement 4 of Item 1, which we find acceptable, will be the response not yet received to Item No. 6 of the Bulletin concerning containment isolation. We will require the licensee to confirm at the first opportunity those valve positions where entry into the containment is required. In addition, we will require a list of the engineered safety features reviewed and the identification of the operating, emergency, maintenance, and testing procedures reviewed.
