'g NUCLEAR REGULATOR'r COMMISSION 7.
E ADVISORY COMMITTEE ON REACTOR SAFEGUARDS x
WASHINGTON, D. C. 20555 May 16, 1979 Honorable Joseph M. Heldrie Chairman U. S. Nuclear Regulatory Cocmission Washington, D. C. 20556
Subject:
REPORT Ot? QUAhTITATIVE SAFETY GOALS
Dear Dr. Hendrie:
The Advisory Cocnittee on Reactor Safeguards recomerds that con-sideration be given by the Nuclear Regulatory Commission to the establishmnt of quantitative safety goals for overall safety of nuclerr pawer reactors. 'Ihis could be helpful, for example, in developing criteria for NRC actions concerning operating plants.
The ACRS recr>gnizes the difficultir s and uncertainties in the quantification of risk and underst;. ds that in many situations engineering jtx3 ment will be the only or the primary basis for a 9
decision.
Nevertheless, the ACRS believes that the existence of quantitative safety goals ard c riteria can provide important yard-sticks for such judgment.
The ACRS believes that such NRC goals and criteria should be pro-posed for co raent, not on'.y by the public but by the Congress.
Ultimately the Congress should be asked to express its viess on the suitability of such goals and criteria in relation to other relevant aspects of our technological society, such as large dams, and mnufacturing, storage, or disposal facilities for hazardous chemicals.
The ACRS believes that it is time to place the discussion of risk, nuclear and ronnuclear, on as quant!tative a basis as feasible.
