The~ N2 clear' Regulatory Co=ntssion said tenight that its inspectors at the ihree Mile Island Nuclear Poner Plant in Pennsylvania have reported that te peratures and pressures continue to drop in the reactor where an accident occurred earlier today. However, pressures and temperatures have not dropped far enet.gh' to activate the noral heat removal systems. When these systems are acti'isted, emergency core cooling systems no lenger will be need ed.
Radiation levels within the containment building re ain very high; one instrument indicates these levels are thousands of roentgens per hour at one area inside the containment ceiling.
There is a centinuin; release of detectable levels of radioactive material from the plant site. Measurements mede thus far by a helicopter with special instruments indicate that thesc levels in the air were about are ; ird af a millircentgen per haur over the Harrisburg area. 3/2S/79 10:20 AM The Nuclear Regulatory Comission has received preliminary inferration en an emergency situation at the Three Mile Island Nuclear Power Plant near Harrisburg, Pennsylvania. There has been r release of radioactivity inside the reactor containment system. Measurements are still being made to determine if there has been any radioactivity detected off the site.
There is no indication of release off the site at this time.
Metrcoolitan Edison Com;any, operator of the plant, has reported that the turbine of Unit 2 at the plant tripped off early this morning, closing off the steam ficw from the reacter to the turbine. The cause is not known at this time.
There was a release of primary coolant water into the containnent. The emergency core cooling systems are being used to provide water to the reactor. The Unit 2 reactor is shut down; Unit I at the plant is shut down for refueling.
NRC has dispatched a team from its Regional Office at King of Prasia, PA, and they will be at the site shortly. State and other Federal agencies have been notified.
O l\\ J 2hv D
There have been intemittent releases of radioactivity released to the atmosphere from the prirr.ary coolant system of Unit 2 of the 3-Mile Island Nuclear Power Plant. Measures are being taken to stop the intermittent gaseous releases by t-mfer of the radioactive coolant water back into the primarf containment building. The levels of radioactivity being measured have been as high as 20 to 25 millirem per hour in the imediate vicinity of the site at ground level. However, off-site levels were a few milliroentgen.
The Chairman of the NRC has suggesteo to the Comenwealth of Pa. that pregnant women and pre-school children in an area within five miles of the plant site te evacuated. Members of.the NRC technical staff are at the site and efforts to reduce the ter"peratures in the reactor vessel are continuing. These levels have been coming down very slowly. There is evidence of severe damage to the nuclear fuel. Samples of primary coolant containing high-levels of radiof odine and the instrument reading over the tcp of the core indicate high fuel temperatures in the active bundles.

ENVIRONMENTAL STATUS Two aerial surveys were conducted during the evening of March 29. The first flight was made about 8:15 p.m. during which measurements were taken in a circle around the site with a radius of about eight miles. No defined plume of radioactivity was detected, but residual pockets of radioactivity were identified at various points where levels ranged from 25 to 50 microrcentgens per hour.
(Natural background levels are about 5 to 15 microrcentgens per hour.) During the second flight, at about 10:30 p.m., a plume withraxmidthxequal.xtaxandxesafined withinxthexhaundariesxsix was detectt i northwest of the plant with a width equal to and cor. fined within the boundaries of the river. The plume was touching dowm about one mile from the plant at Hill Island and then splitting I
into two parts - one on each side of Hill Island. Measurements at the east shoreline of the river, opposite Hill Island, indicated about four milliroentgens per hour and at the shoreline one mile north of Hill Island near Olmstead Air Force Base about ene millircentgen per hour. Additional measurements at five miles $ the pant were in the tens of microrcentgens per hour range and are in agreement with the earlier flight.
Nring the early morning hours of " arch 30, an NRC monitoring exam team took raJiation measurements from a vehicle traveling both sides of the Susquehanna w u : -- n se n
River from fcEsc,uth of Three Mile Island to Nrrisbug -in-the-nor1% Radiation levels were highest ne, Cly, h a comunity just south of the facility on the east side of the river. The level at Cly was 0.limilliroentgen per heur.
All other locations had levels. less than c.c f er/he.

The level of radioactivity being measured have been as high as 20 to 25 millirem per hour in the imediate vicinity of the site at ground level. izcawrea. ff-site levels were a few n1111 roentgen.
[4 c r E IJ rj g} JN ll130 m g,, g The Chaircan of the NRC has suggested to,the Comonwealth of Pa. that 3
pregnant women and pre-school children in an area within five miles of the plant site be evacuated. Members of the NRC technical staff are at the e5 site and efforts to reduce the temperatures j# the reactor fuel are continuing. These levels have been coming down e slowly and the finai depressurization of the reactor vessel has been delayed. There is evidence of severe damage to the ruclear fuel. Samples of primary coolant containing high-leve4s of radiciodine and Itc$ instrumenthi_; ; ; t,- N 14 Sco, e ce the core indicate high fuel temperatures in,the active bundles, and the presence of a large bubble of non-condensible gases in the top of the reactor ve;sel.
