In your letter of April 3,1979, you requested copies of a General Accounting Office (GAO) report referred to in a New York Times article of April 1, 1979 and the N.R.C. response thereto.

The New York Times article discussed GA0's recommendation that the NRC should allow new nuclear power plants to begin operation only in states whose emergency response plans contain ali of the NRC's essential planning elements.

In the case of Shoreham, the New York State emergency response

plan has been concurred in by the NRC.
