Dear Mr. Emshwiller:

This is in response to your letter dated April 16, 1979, in which you requested, pursuant to the Freedom of Information Act, the following:

(1) Tests given to reactor operators at 11 nuclear power plants, their written responses and test scores with the identification of the reactor operators deleted; (2) criteria used by NRC to determine a passing score; (3) studies evaluating the overall quality of operators and other personnel at nuclear power plants; (4) psychological profiles of nuclear power plant personnel.

In a recent telephone conversation with Mr. Don Grimsley of the NRC, you agreed in the interim to receive the tests, written answers, and scores of the reactor operators licensed for the Three Mile Island Nuclear Station Unit 2.

These records are available for inspection and copying in the NRC Public Document Room (PDR),1717 H Street, N.W., Washington, DC. For your information, a combined test score of 70 or more is a passing score.

In addition, the records identified in Appendix A are being placed in Docket File 50-320 in the PDR.

In accordance with NRC's approved record disposal schedules, examination and examination results are retained for two years after the, issuance of a license and then destroyed.

In those cases where the examination was previously destroyed, we have placed in the POR a summary report of the examination results.
