To inform the Corm 11ssion of additional information concernina the proposed subiect enort licenses.

Discussion:

On March 16, J. B. Mennicken, Director-General, Euratom Supply Agency, with Michael Goppel and Joseph Marchal, both from the Delegation of the Commission of the European Communities, met with the International Programs staff on the subject of export licansing.

Among the coints discussed in that meeting was the urgent need for highly enriched uranium required for reactor operations in Europe.

At the staff's request, Mr. Mennicken agreed to furnish an updated assessment of the need for material now pending under several export license applications.

The supply Agency's response, dealing with each of the subject cases, is at Appendix A.

Staff reco = endations in the for1 of six separate action papers are currently before the Comission for review.

Mr. Mennicken's respense reflects, in all cases, the nc.d to allow adequate time for fuel fabrication.

He 5 ressed this need in the March 16 discussions also, emohasizing that industrial planning was essential in the fabrication process and that long delays in obtaining material were affecting plant schedulina, economics, employnent and could eventually affect reactor coerations.
