I have several questions about this SECY paper:
1.
The staff concludes on page 21 that the "non-destructive examination methods currently used for inspecting piping and BWR's have been demonstrated to be effective in locating cracks prior to these cracks propagating through the pipe wall."
How can UT and RT tests he called effective when RT detected only one of eight indications.
of pipe cracks and U1 detected five of eight at Duane Arnold?
2.
Page lE says that the 1975 NRC report recommends replacement only where unacceptable defects were found.
What are unacceptable defects?
3.
In the staff report there is no discussion of Comey's assertions that containment radiation monitors frequently record valve leaks, so a leaking pipe might be ignored.
L' hat is the staff analysis of this point?
