BATTERY CAPACITY DISCHARGE TESTING AT CALVERT CLIFFS UNITS 1 & 2 (TAC's 6978 and 8961)

Plant Systems Branch Reviewing Status: Awaiting Information The Baltimore Gas and Electric Company (BG&E) by its letter dated June 17,1977, proposed certain changes to the Standardized Technical Specifications for Calvert Cliffs, Units 1 and 2.
Among these were changes that involve the battery surveillance requirements relating to battery capacity testing.
Calvert Cliffs, Units 1 and 2 have four safety-related,125-volt d.c. bus trains with associated batteries and battery chargers that are shared by the two units. The present Technical Specifications allow battery capacity discharge testing only during unit shutdown.
The proposed changes to the Technical Specifications would allow these capacity discharge tests to be performed during reactor operation.
BG&E was informed that the proposed change would not be acceptable with the existing 125v d.c. system, since the battery capacity testing, if conducted during reactor operation, would leave a d.c. bus in a degraded condition for an extended period of time.
On August 31, 1977, a meeting was held between BG&E representatives and the staff to discuss the proposed Technical Specification change and several possible design changes to the d.c. system to make the proposed Technical Specification change acceptable.
In a subsequent meeting on December 6,1978, BG&E informed the staff of its proposed 2235 317 7006040WO W
design change that will be made to Calvert Cliffs Units 1 and 2 d.c.
system.
The proposed design change involves the procurement and installation of a fully qualified spare 125v d.c. battery capable of replacing any of the four safety-related batteries during plant operation.
In February 1979, BG&E informed the staff that the final installation of the proposed new spare battery will not be completed in time to allow the licensee to conduct the required surveillance of the existing batteries within the Technical Specification limits. The licensea proposed an interim temporary installation of the new spare battery so that the required discharge capacity tests on the existing batteries can be conducted. By letter dated March 12,1979, the licensee submitted the plans regarding the proposed interim temporary installation of the spare battery and the proposed change to the Technical Specifications.
Based on its review, the Plant Systems Branch finds the proposed design change to the plant 125 d.c. system, the interim temporary installation of the spare battery and the proposed change to the Technical Specifications acceptable.
